人社部介绍，按照政务公开要求，原劳动保障部自2007年起建立了社会保险信息披露制度，每年向社会公布社会保险基本情况。为了使社会各界全面了解社会保险情况，更好享有知情权，此次人社部对近10年全国企业职工基本养老保险的相关数据进行了汇总，予以公布。

3.09 2012年职工养老保险抚养比

“2003—2012年全国参加企业职工基本养老保险”情况表显示，2012年职工养老保险抚养比为3.09，2003年为2.90，10年间的最高值为2011年，达到3.16，年均增长0.7%。
2003年参保总人数为13881万人，到2012年增加到28272万人，年均增长8.2%。其中，离退休人员从3557万增加到6911万，年均增长7.7%；参保职工人数从10324万增加到21361万，年均增长8.4%。
【解读】
从公布的情况看，尽管人口老龄化在加剧，但随着养老保险逐步扩大覆盖面，总的抚养比并不像一些专家指出的那样一年比一年低，过去10年反而有所增长。
22968亿 截至2012年底基金累计结余
“2003—2012年全国企业职工基本养老保险基金”情况表显示，到2012年底，累计结余22968亿元，比2003年增加21204亿元，年均增长33%。
2012年职工基本养老保险总收入为18363亿元，比2003年增加15154亿元，年均增长21.4%。2012年财政补助2430亿元，比2003年增加约1885亿元，年均增长18.1%。2012年职工基本养老总支出14009亿元，比2003年增加11293亿元，年均增长20%。
从公布的情况看，职工基本养老保险基金每年都有结余，即使不算财政补助，近年来也是收大于支，不存在社会上猜测的“养老金收不抵支”或“全靠财政补贴”说法。据了解，由于养老金尚未实现全国统筹，有的省份收大于支，有的省份收不抵支，故需要财政对部分省份予以补贴。
