今年7月9日，四川绵阳境内的江油盘江大桥垮塌，造成5人死亡、7人失踪、6辆车辆坠水的重大事故。昨日上午，江油市人民法院、梓潼县人民法院，分别对刘国学、周兴、勾胤吉、胡开术，以涉嫌玩忽职守罪和涉嫌行贿受贿罪进行公开审理。
“绵阳市交通运输局原总工程师刘国学、绵阳市公路管理处原处长周兴、公路管理处工程技术科副主任科员勾胤吉涉嫌玩忽职守罪被提起公诉。”昨日上午，记者赶到江油市人民法院第一审判庭时，已有不少市民持身份证进入法庭参与旁听。
据江油市人民检察院起诉指控，2013年4月28日，江油青莲大桥发现病害。绵阳市政府要求对全市的桥梁安全进行检测，并将青莲大桥、河西大桥、盘江大桥的检测和维修作为应急工程交由绵阳市交通运输局负责。绵阳市交通运输局局长段扬将该工作安排给被告人周兴和刘国学具体负责。绵阳市交通运输局公路管理处委托中交三公局(北京)工程试验检测有限公司对盘江大桥进行检测。
2013年5月7日，被告人刘国学组织专家对检测报告初稿进行评审，增加了对盘江大桥基础检测的内容。被告人刘国学、周兴、勾胤吉等人在检测工作尚未完成、检测正式报告尚未取得的情况下，由被告人勾胤吉拟写，周兴、刘国学审核向绵阳市人民政府提交了《绵阳市交通局关于青莲大桥、河西大桥维修加固相关工作的请示》，并在请示中称检测工作已完成，而未如实报告增加了桥梁基础检测的重要内容，也未注明检测报告系初稿，仅报告了盘江大桥限载10吨，可以通行使用。
后来，在绵阳市政府根据该请示召开的工作推进会上，被告人刘国学、周兴仍未如实汇报上述情况，致使绵阳市政府作出在确保安全通行的情况下启用盘江大桥的决定，由绵阳市交通运输局安排被告人周兴牵头负责执行并落实。
2013年5月21日被告人勾胤吉，收到盘江大桥正式检测报告后，未将正式检测报告及时报送相关领导，而被告人刘国学、周兴等人也未对正式检测报告及基础检测的重大情况催问、跟踪，致使存在病害的盘江大桥于2013年7月4日被正式启用。
2013年7月9日盘江大桥垮塌后，被告人周兴、刘国学等人才通过被告人勾胤吉找到正式检测报告，发现该报告进一步明确：盘江大桥基础存在调治结构物断裂等四处病害，建议在汛期来临前对盘江大桥进行维护加固。
2013年9月22日，经四川省安全生产监督管理局安全技术中心司法鉴定，盘江大桥“7·9”垮塌是由调治构造物及桥墩基础防护未按设计要求和国家相关规范进行施工和监理而造成的责任事故。盘江大桥垮塌，致使5人死亡，7人失踪，6辆车辆坠河，造成了特别恶劣社会影响和重大经济损失。
被告人刘国学、周兴、勾胤吉作为国家机关工作人员严重不负责任，不正确履行自己的工作职责，致使公共财产、国家和人民利益遭受重大损失，情节特别严重，其行为应当以玩忽职守罪追究其刑事责任。
江油市人民法院今日将对本案继续审理。

与盘江大桥工程相关联的受贿案开审
昨日，7·9江油盘江大桥垮塌事故3责任人在江油法院审理的同时，与盘江大桥工程相关联的原游仙经济开发区建设局局长胡开术，涉嫌受贿罪，在梓潼县人民法院第一审判庭里，同步公开开庭审理 。
经梓潼县人民检察院审查查明，2011年7月至2012年3月间，胡开术利用担任绵阳市游仙区城镇基础设施建设(第一批)项目办公室副主任，具体负责项目申报、工程管理、会计核算、财务管理、综合协调等工作的职务便利，三次收受承建方齐雨凡等人送来的贿赂款共计人民币22万元。胡开术在工程协调以及拨款等方面给予了关照。
案发后，胡开术向检察机关退回赃款人民币22万元。
昨日的审判庭上，胡开术对自己收受贿赂一事供认不讳。
据悉，向其行贿的盘江大桥工程承包商齐雨凡、陈小勇，通过挂靠江西有色工程有限公司的方式先后在游仙、江油争取到施工建设项目。
今日，梓潼人民法院还将对原江油市青莲镇城镇管理办公室主任张鹏举滥用职权罪、受贿罪进行审理；明日在该院审理的将是齐雨凡、陈小勇、任佳三名行贿人。
