11层政府大楼17个月未挂牌 河南淇县老县委大院已出租搬入10余单位
淇县位于河南省北部，西依太行山，东临淇河。淇县古称朝歌，为殷商都城所在地。
仅有6万人口的河南淇县县城，目前找不到挂牌的县委县政府。
老县委、县政府大院一年多前摘牌后，公开对外出租；占地逾百亩、装修豪华、投资亿元的办公大楼却不知何故投入使用17个月没有挂牌。
截至记者今天发稿时，淇县新政府办公大楼依然没有挂牌。
县城“找不到”县委县政府
10月25日，淇县新县委政府办公大楼门前，到河南淇县办事的郑州商人李文军反复向保安印证这里是不是县政府：“你确定？”
几名保安不耐烦起来：“我说是就是，我还能缺(河南方言，骗人的意思)你咋哩！”
李文军问：“咋没有牌子呢？我记得恁(河南方言，意思接近‘您’)县的县委县政府在红旗路上……”
保安打断李文军的话：“那是老县委、县政府，搬到这里都一年多了，那里牌子早就摘了！这里就是新县委！”
办公大楼早在2012年6月就正式投入使用，奇怪的是，至今办公大楼外面的任何一处都找不到县委县政府的牌子。
建设过程中大楼业主曾变更
淇县新县委政府办公大楼位于县城北部新区人民路中段，坐北朝南。总占地面积130亩，建筑面积30914平方米，地上10层，地下1层。
11层的大楼上悬挂着国徽，楼前有一块刻着“为人民服务”的巨型黄色大理石。
通过淇县城建互联网系统，记者调阅了这所大楼的建筑档案。
档案显示这幢大楼最初是以河南某集团城北商务中心名义立项，随后“业主”曾变更。
施工时，大楼业主为“河南朝歌集团”，工程接近扫尾时，“淇县城北综合楼筹建办”最终接手，成为大楼“新业主”。
而据记者了解，“淇县城北综合楼筹建办”实质为淇县县政府建设办公楼的临时行政机构。档案资料还显示，该楼前期工程造价为5600万元。
多位见证这座大楼建设过程的村民则向记者证实，建设主体高出地面后，悬挂的条幅是“朝歌集团商务中心办公大楼向您问好！”
老县委县政府大院已出租
房产建设档案资料显示，这座大楼于2005年12月26日开工建设，预计2013年1月17日竣工。而实际上该工程早在2012年6月5日就已投入使用。
记者接下来的走访也印证了上述事实。
老县委大院外墙上，县委的牌子早已经不复存在，一块“朝歌书画院”招牌赫然入目。经了解，朝歌书画院是租住在这里办公的临时单位；除此之外，一年前搬进这里办公的还有城市管理局、淇县城市管理局、移民办、招商局等10多家单位。
而原淇县县政府门前的政府牌子已经被党校、廉政教育中心、行政学校等四块牌子占领。此外，淇县人力资源和社会保障局、农业局等多家单位也于1年前搬来此地办公。
记者分别询问以上单位在此办公的时间，对方的答复基本一致：县委县政府搬走后，这里公开对外出租使用，“是否长期在此办公要看租赁合同时限”。
大楼四层有59间办公室
淇县县委县政府办公大楼周围的绿化、广场和甬道都十分考究。
淇县一位城建系统工作人员向记者透露，大楼以及附属建筑，加上装修等各项开支总和在亿元以上。
办公大楼后面，是一座占地约有数十亩的人工假山。据一位曾经参与假山堆砌的建筑工人介绍，整座假山修建耗时6个月，由于堆砌过程中相关部门不太满意，假山第一次堆砌完工后又按照“领导意思”移动了两次。
县委县政府大楼的右后一侧、假山前方约300米处，还有三排按照西洋别墅式样建设的高档建筑，与办公大楼同步开工建设。
经记者核实，目前搬进该大楼办公的单位有县委、县政府、县人大常委会和县政协等四家单位。
按照河南省、鹤壁市(淇县由该市所辖)结合以上单位可以查阅的公开信息，可以判断四家单位的公务员数量应在300人左右。按照单位面积计算，平均每人享有的办公面积为100平方米。
记者进入该大楼四层采访时发现，整个楼层有59间办公室，按照楼层平均核算，整座大楼的房间应该不少于500个。
记者等候3个小时未得答复
几经周折后，记者终于在鹤壁市市委宣传部的协调下，见到了淇县县委宣传部外宣办主任王海涛。面对记者“淇县为何没有挂牌的县委县政府”的提问，他回答十分简洁：“咱管宣传的，不管那么多事，至于为啥不挂牌，我真说不了，不知情，不知道。”
当记者问起新县委办公大楼建设立项名称和施工变更等基本信息时，王海涛的回答依然是：“说不了，不知情，不知道。”
随后记者试图通过王海涛联系县政府相关负责人，王海涛对此反复强调的只有5个字：“别采访了吧！”
在记者一再坚持下，王海涛答应联系县政府办公室主任李飞接受采访。然而一直到下班前的3个小时内，王数次答复记者的理由均是“还有两站路，快过来了”。
