管网小隐患 怎会变成大灾难
记者发现城市地下管网规划、建设和管理涉及多个部门，缺乏相应责任追究机制
据新华社电 来自监管部门的消息显示，“11·22”青岛东黄输油管道泄漏爆炸事故“是一起十分严重的责任事故”，主要原因涉及地下管道规划维护不当。
城市地下管网安全问题引发关注。记者调查发现，由于我国城市地下管网的规划、建设和管理涉及多个部门，缺乏相应的责任追究机制，因而导致一些事故发生后无人担责，“小隐患”演变成了“大灾难”。
“地下隐蔽工程处于问题高发期”
近年来，由于部分城市地下管网规划建设滞后、年久失修、铺设不当等，导致地陷、内涝、油气泄漏等事故时有发生。
今年3月25日，湖南长沙一名女大学生在暴雨中落入没有井盖的下水井道丧生；
5月20日，深圳市龙岗区横岗街道华茂工业园由于地下排水箱涵老化发生地陷，导致5人死亡；
8月14日，哈尔滨市辽阳街路面突然塌陷，4人落入深坑，两死两伤。
今年以来，温州、北海、太原等地陆续发生地下油气管道爆炸，造成多人伤亡……
中国社科院城市发展与环境研究所所长潘家华指出，我国城镇化快速发展，而地下管网规划速度赶不上城市发展速度，成倍增长的地下管线导致规划滞后，空间拥挤不堪。
重庆大学城市建设与环境工程学院副院长郭劲松教授表示，我国地下管网“重建设、轻管理”倾向十分突出，加上不少地下管线使用了二三十年，老旧失修，“地下隐蔽工程处于问题高发期”。
“多头管理必然导致相关部门互相扯皮”
今年5月，江西抚州一女孩在人行道上掉入突然塌陷的渗坑，多处受伤。事后，包括排水、道路、电力等涉及部门纷纷认定自身没有责任，令其投诉无门。
同年5月，深圳地下排水箱涵坍塌事故，由于找不到项目施工方以及设计图纸，这一事故竟然被认定为非责任事故，保险公司、工厂和街道办给死者家属凑了一笔“救助金”了事。
2012年4月，一名女子在北京市北礼士路附近行走，突然落入一个热力管线泄漏形成的热水坑，不幸身亡。事故发生后，由于责任难以区分，只好让热力集团、物业公司和开发商三家共同承担赔偿责任。
一名地下工程施工负责人告诉记者：“煤气公司管煤气管道铺设、自来水公司管自来水管铺设，电力部门管电缆铺设……进行地下工程施工涉及多个部门，需要‘跑部’周旋，有时拿到的图纸不能反映地下管线的真实情况，只能凭经验施工，隐患颇多。”
江西省建设厅建设处副处长李日龙介绍，南昌市建城区由上世纪80年代的60多平方公里扩展至目前的280余平方公里，相应的对水、电、气等基础设施建设提出了更高的要求。“地下管道错综复杂，常见的有给排水、电力、通讯、热力、燃气等，其中危险系数最高的当属燃气、电力高压线、输油管道。”李日龙如是说。
专家指出，由于地下管网复杂，加上多头管理、各自为政，导致事故发生后难以追究责任，甚至在抢修救援等方面也会产生不利影响。
潘家华指出，多头管理必然导致相关部门互相扯皮，对一些隐患视而不见，直到酿成事故才匆忙应对。
