It is understood that because of the industry functional orientation and market choice, import trade has always been ahead of the free trade zone exports, lurking there was always the risk of smuggling. In 2012, now $ 113.052 billion a free trade zone in the region of import and export, 25.8% per cent of total imports and exports in Shanghai. Imports US $ 86.71 billion total imports 37.6%; exported 26.342 billion US dollars, 12.7% per cent of total exports. Only this April, Shanghai Customs has seized more than 6,000 tons of smuggled here and 115 tons of smuggled tires waste slag.

据介绍，成立“上海外高桥保税区海关缉私分局”，是为更好适应中国(上海)自由贸易试验区建立后各类业务的快速发展，有效管控可能出现的走私风险。
上海海关表示，新设立的缉私分局将加大对黄、赌、毒等各类走私违法犯罪活动的监控打击，与海关正面监管形成配套，维护和保障良好的经济发展环境。
据了解，由于产业功能定位和市场选择，自贸试验区的进口贸易规模始终领先于出口贸易，潜藏的走私风险始终存在。2012年，现在的自贸试验区区域内实现进出口1130.52亿美元，占上海市进出口总额的25.8%。其中进口867.10亿美元，占全市进口的37.6%；出口263.42亿美元，占全市出口的12.7%。仅今年四月，上海海关就曾在这里查获6000余吨走私废矿渣和115吨走私废轮胎。
今年9月底挂牌的中国(上海)自由贸易试验区，规划面积28.78平方公里，范围涵盖上海外高桥保税区、上海外高桥保税物流园区、洋山保税港区和上海浦东机场综合保税区。
