深圳社会福利中心主任唐荣生在接受记者采访时谈到，每每听到、见到婴儿被遗弃，他和他的同事都感到痛彻心扉，希望拟设置的“婴儿安全岛”能成为无辜孩子的避风塘。
据唐荣生介绍，根据计划，深圳首个“弃婴岛”将设在深圳社会福利中心门外，经专业人员设计，由现有的保安亭改建而成，建筑面积约为10平方米，钢架结构，婴儿床、婴儿保温箱、被动红外入侵探测器等设备已配置，“婴儿安全岛”字样采用LED技术，在夜晚也能明确识别。建造一座全新的“婴儿安全岛”造价10多万元，如果根据原有建筑改造而成，则成本相对降低。
同时，弃婴岛内不会安装任何摄像头或者拍照设备，报警按钮也设置了延时功能。一旦弃婴者将孩子放入“弃婴岛”内，并按动报警按钮，辖区派出所和福利中心的工作人员会在弃婴者离开现场后，赶去“弃婴岛”将被遗弃的孩子送入更安全的区域，同时第一时间纳入收养程序。
深圳拟建立“弃婴岛”的消息引发了一些质疑。质疑者认为，这会减轻弃婴者的负罪感，纵容他们抛弃孩子的行为。微博网友“猫猫哥哥”认为，这是为没道德的父母埋单。网友“逝去的青春喂了狗”说，感觉这是在纵容弃婴。

对于种种质疑和担忧，唐荣生认为，建设“婴儿安全岛”，虽然改变不了遗弃这一非法行为，却改变了遗弃的结果，即提高弃婴的存活率，真正体现了生命至上、以人为本、以儿童利益优先等的理念。
对于“婴儿安全岛”的建立，广州市社会科学院研究员彭澎认为这是“人性化举措”。他说，一个地方如果出现弃婴严重情况，依靠法律却又无法杜绝时，就很有必要通过疏导方法进行有序管理。他认为此措施很难说是否会鼓励弃婴，但建立一个安全地带让弃婴存活，是当前比较合情合理的模式。
