“裁判文书的公开今天将实现，而审判流程和执行信息网上公开的工作正在推进中，至此将达到司法全面公开，将成为司法改革的突破口。”最高法院司法改革办公室主任贺小荣对《法制晚报》记者表示。
记者在会上了解到，目前，裁判文书公开和执行信息公开平台已基本建成，而审判流程公开正在建设中。

审判流程公开平台的宗旨是，人民法院对案件的立案、庭审、调解、宣判等诉讼过程，都应当依法向当事人和社会公开。

周强表示，凡微博直播的案子，没有上访，息诉率为100%。法官面对网络直播，会全身心地投入，把案件办好，大大提高了办案质量。
公开目的倒逼法官提升能力
记者在会上了解到，有的人民法院领导对司法公开的重要性、紧迫性认识还不到位，甚至有畏难、抵触情绪；有的法院只满足于选择性公开，公开内容不多，公开力度不够，甚至流于形式；有的法院对当事人和人民群众的司法需求和司法关切缺乏及时有效的回应，导致工作被动等等。
“司法公开是确保审判权依法独立公正行使的关键，也是司法工作取信于民的关键。解决制约司法公正、影响司法公信力的体制机制障碍，推进司法公开工作是重要突破口。”周强说。
周强分析，伴随信息技术的飞速发展，人民群众对法院工作信息量和信息获得渠道的需求越来越多，归根结底是对公正司法的要求和期盼更高了，对社会公平正义的关注度更高了。
周强认为，公开是自信的表现，是光明正大的表现。“将各级法院裁判文书在互联网公布，既有利于强化广大法官的责任心，也可以产生倒逼作用，鼓励先进、鞭策后进，提升法官司法能力，促进法官职业化建设。”
