今日零时，全国假日办公布3个法定节假日调休备选方案，再次面向全国公开征求意见。
10月10日，全国假日办就"关于法定节假日放假安排的调查问卷"征集意见。
全国假日办最新公布的方案说，根据《全国年节及纪念日放假办法》，为使我国法定节假日调休安排更加科学合理，汇总此前问卷调查社会各方面提出的意见，提出3个调休方案再次公开征求意见。
截至上午10时，《法制晚报》汇总各网站调查结果，发现支持方案三，即保留"十一"七天黄金周的网友占52%。
国家旅游局新闻处工作人员告诉《法制晚报》记者，目前公布的方案就是针对2014年的假期安排的，意见征集完后形成的最终方案，将作为2014年法定节假日调休安排方案执行，但是具体公布日期目前还没有确定。
各方观点
过半网友支持保留"十一黄金周"
此次调查问卷有针对性地列出三种全年假日调休的方案，此外，还完善了被调查者的年龄和从事职业选项，使用调查问卷更为专业。
截至上午10时，仅凤凰网、搜狐网、新浪网三家网站就有超过42万网友参与，选取方案三的网友达到22万，占被调查者数量约52%。此外，上述三家网站对于方案一中不调休的放假方式也有30.5%左右网友赞成。其中凤凰网达到27.87%；新浪网达到36.3%；搜狐网达到34.76%。
而选择方案二的网友相对较少，三个网站汇总后仅占16.5%。此次参与投票的网友以20-40岁和40-60岁居多。从职业类别来看，企事业单位职工最多，以凤凰网为例，57.24%的投票网友是企事业单位职工。
专家认为方案一不挪假合理
清华大学政治经济学研究中心主任、假日制度改革课题组负责人蔡继明接受《法制晚报》记者采访时表示，如果在这三个方案里面选的话，相对来讲还是方案一比较合理。蔡继明表示，没有方案能做到尽善尽美，方案一除了春节调休保证长假之外，其余假期均不再调休，这就避免了以前为了拼假而调休，牺牲正常休息日的情况。
对于方案二，蔡继明表示，关于小长假的安排实在太过复杂，根本没有必要。这样只会把民众的工作、出游安排搅得更乱。蔡继明称，法定节假日就应该原则上不调休，该放哪天是哪天。在保证正常休息日的情况下，进行适度调整。
方案三最关键的是保留了春节黄金周和国庆黄金周两个长假，这也是大多数人支持这一方案的原因。但蔡继明表示，在实际操作中，如果国庆节出现在周二，那么通过挪假的方式实现长假，假期结束之后又要面对一个6天的超长工作日，这会造成连续工作，过度疲劳，对民众的身心健康会产生不利影响。
此外，小长假的调休安排上，逢周三不调休，逢周二、周四调休，逢周六、周日补休。这都需要挪用休息日来实现。
蔡继明表示，方案一也还有可以改进的地方。比如，国庆节的起止日期上没有必要固定在那几天，只固定10月1日就可以。
另外一种就是可以设置一个规定，比如国庆节如果发生在周三之前，就可以和上周连休，如果10月1日发生在周三之后就可以本周连休。通过设置一定的规则来使假期相对固定下来，又不用通过挪休来实现。
放假推算
马年春节假期或定在1月30日到2月5日
《法制晚报》记者注意到，此次公布的三套方案，春节假期都为7天没有变，都通过调借相邻的周六、周日保留了春节7天长假。
根据《全国年节及纪念日放假办法》，春节的公休日为3天，调借相邻的周六、周日形成7天长假。
按照这种方式，无论最终采取哪种方案，马年春节都可能从2014年1月30日到2月5日休息7天，前后两个周六、周日被挪用为工作日。
此外，按照这三个方案分别计算2014年全年假期，方案一为23天，方案二为25天，方案三为27天。均比今年的29天假期少。
方案一
●春节放假3天，调借相邻周六、周日形成7天长假。
●国庆节放假3天，不调休，假期固定为10月1日至3日，逢周末顺延。
●元旦、清明节、劳动节、端午节、中秋节各放假1天，不调休，仅在当天放假，逢周末时周一补休。
方案二
●国庆节放假3天，调借相邻周六、周日形成5天长假，假期固定为10月1日至5日。
●元旦、清明节、劳动节、端午节、中秋节各放假1天，节假日逢周三时不调休，仅在当天放假；逢周二、周四时，调借相邻周六、周日形成3天小长假；逢周六、周日时周一补休。
