  查群租房执法遇尴尬

  禁群租或致房租上涨

  中原地产研究总监张大伟认为,其实群租和高租金已经在这些年发展成互推关系。北京目前群租相当普遍,几乎所有交通相对便利的区域的小区里都有大量群租房。房价上涨导致的成本推动可能是房租上涨背后的重要推手;高房价下越来越多的人选择“转购为租”。

  奖存量入市重罚违法者


  北京房协秘书长陈志表示,解决群租房问题,不仅要严格清理,更要制定合理可行的方法保障低收入人群的居住条件,加大公租房、保障房的供应,改善房源配给,面向全市的低收入群体。


  同时,可采取灵活措施鼓励闲置存量房进入租赁市场。一种措施是面向租房群体,政府以市场价租赁来空置房源,再以低于市场价租赁给低收入人群。另一种方式是鼓励房屋中介通过正规的方式代理空置房屋,在保障房主收益的前提下,为租户提供公平合理的租赁服务。

  群租房限期不自拆将强拆


  昨天,陈刚在会上提到劲松街道治理群租房的经验要充分借鉴。据了解,劲松街道百环家园小区,曾是本市群租房现象最为严重的小区之一。


  去年12月,朝阳区开展群租房专项整治工作,劲松地区联合综治、房管、公安、消防、工商、城管等各部门成立了群租房整治办公室。


  为保证整治工作顺利开展,整治办公室通过采取告知房屋产权人、承租人,传唤告诫中介公司,暂缓对中介公司进行工商年检等多种方式督促其进行整改。


  从今年3月开始,警方逐一约谈百环家园各中介,明确告知每家存在的问题,责令期限内自行拆除违规隔断恢复原状。对于未按时进行自拆的群租房,组织各部门进行联合执法,拆除屋内隔断、取消上下铺,并对密集人员进行了疏散清理。
