本报广东东莞11月26日电(记者李刚)在今天召开的全国国土资源依法行政工作会议上，国土资源部副部长胡存智表示，按照党的十八大和十八届三中全会精神要求，我国将以资源节约集约利用为核心，运用法治思维持续推进国土资源管理改革；将在全面吸收近年来土地管理改革实践和制度创新成果的基础上，做好对《土地管理法》进行全面修改的准备。
十八届三中全会对深化土地管理制度改革提出了新的要求，胡存智介绍说，目前要在全面吸收近年来土地管理改革实践和制度创新成果的基础上，做好对《土地管理法》进行全面修改的准备，统筹开展重点研究：
全面加强土地权利体系研究，包括如何扩大集体土地权能，完善土地权利体系，健全建设用地使用权年期和续期制度等等；
加紧开展不动产统一登记制度研究，大力推进，统一登记是完善权利体系的重要基础，也是十八届三中全会的明确要求，目前国务院常务会议已经明确国土资源部履行不动产统一登记的相关职责，这需要抓紧开展各项研究和协调工作，特别是要尽快启动不动产统一登记条例的起草；
继续深入征地制度改革研究，完善对被征地农民合理、规范、多元保障机制，并与规范集体建设用地流转相协调；
更加突出城乡统一的土地市场建设研究，城乡统一是改革的方向和要求。如何贯彻十八届三中全会精神，建立农村集体建设用地流转制度，将农村集体经营性建设用地纳入已有的国有建设用地市场等交易平台，培育和发展城乡一体的建设用地市场信息、交易代理、市场咨询、地价评估、土地登记代理、纠纷仲裁裁决等服务机构等等。
《土地管理法》和《矿产资源法》是我国国土资源管理制度体系中的基石。在过去一段时间，人们对《土地管理法》的关注，主要集中在修改《土地管理法》第四十七条关于征收土地的补偿的规定。
国土资源部政策法规司司长王守智介绍说，按照十八届三中全会对深化土地管理制度改革的要求，仅仅修改涉及土地补偿规定的《土地管理法》第四十七条不能满足我国对土地管理制度改革的需要，修改必将涉及耕地保护、农村集体建设用地出让、租赁、入股、被征地农民保障等方方面面。
此外，与这“两法”的修改配套，国土资源部将积极推动《农村集体所有土地征收补偿安置条例》、《矿产资源勘查区块登记管理办法》、《土地利用规划条例》、《土地整治条例》、《土地估价管理办法》、《国土资源行政处罚办法》和《地质环境监测管理办法》等法律法规立法及规章制定工作。
