淘汰黄标车和老旧车7万辆
本报讯 (记者 江跃中) 记者从昨天下午举行的政协委员年末“环境保护和污染治理专题”视察活动中获悉，今年上海环境质量基本保持稳定，总体呈持续改善态势。其中API优良率保持在90%以上，PM2.5年均浓度在长三角城市群中处较低水平。市环保局表示，明年本市将采取淘汰黄标车和老旧车辆7万辆等五大举措，进一步加强重点领域的污染防治，改善环境质量。
■ 全面落实《上海市清洁空气行动计划》年度要求，推进能源、产业、交通、建设、农业、社会六大领域治理工程和项目。全面完成本市燃煤电厂高效尘改造和脱硝工作；配合推进1016台燃煤锅炉和151台工业窑炉的清洁能源替代或关停；实施更严格的黄标车限行措施，淘汰黄标车和老旧车辆7万辆，启动建立非道路移动源排放清单；推广扬尘污染在线监控系统；出台锅炉、工业窑炉、VOCs等地方排放标准；开展锅炉达标排放、堆场码头露天仓库和油烟气的专项执行检查和综合整治；强化大气污染防治长三角区域协作，实施区域协调发展和联防联控。
■ 编制出台清洁水行动计划，继续深化黄浦江上游水源地规划方案，协调推进截污纳管和污水管网建设，深化河道整治，推进污水处理厂提标改造和污处置。
■ 出台并落实土壤环境保护和综合治理的行动方案，制定工业及市政场地土壤污染防治管理暂行办法和污染场地监理、验收技术规范等配套文件；划定土壤环境保护优先区域，构建土壤环境监测体系，实施污染排查和监测工作，完成高化地区土壤环境第二阶段调查；结合土地改性和再开发利用，开展一批土壤污染评估和治理修复的试点项目。
■ 以建筑施工、道路交通和社会生活领域为重点，加强噪声污染防治。
■ 加快推动村庄改造和生态创建，协同推进农村污水处理、垃圾处置、分散中小企业调整治理和畜禽、秸秆等污染治理，加强生态环境保护。
