排除人为因素，如果是因为管道老化等非人为原因引发爆炸，作为天然气公司来说，每年都会收取用户管道维护费，因此天然气公司就有责任和义务对用户的安全负责，应定期进行隐患排查。如果能证明天然气公司没有尽到义务，居民有权起诉并要求赔偿。但作为用户来说，如果发现异常情况，也应及时向天然气公司反映。
