在广东原创动力文化传播有限公司提供的新一季《喜羊羊与灰太狼》样片里，南都记者看到喜羊羊还是会被抓住，但不用绳子绑了；还是会被丢进大锅里，但锅的下面没有火了。
在外界看来，熊与羊的修改，源于被《新闻联播》批评，虽然两家公司都多次强调是主动修改而非被动整改，央视报道存在误读，但这些声音还是被淹没在批评声中。
今年6月，国家新闻出版广电总局(以下简称广电总局)下发《关于加强国产电视动画片内容审查的紧急通知》，一时间“山雨欲来风满楼”。
10月，央视在报道20家动画机构联合倡议不制作暴力失度语言粗俗动画片时，点了喜羊羊和熊出没，还上了《新闻联播》。
在中国动漫周刊总编、中国动画学会副秘书长钟路明看来，这是中国动漫产业有史以来最大的一次危机。
央视报道后，制作喜羊羊的广东原创动力和制作熊出没的深圳华强都在接受采访时反复强调并没有被整改，两家都是《为孩子们制作播映健康有益动画片倡议书》的倡议者，是自愿修改，而非被迫整改。
原创动力公关总监吴惇称，报道给公司带来了一定压力，有的电视台怀疑是不是不能播了，而实际上喜羊羊从未被要求停播。修改也是公司出于行业自律和长远发展考虑公司的主动行为，早在央视报道之前。
深圳华强数字动漫有限公司董事长丁亮11月25日对南都记者表示，华强去年就开始注意这一问题，今年9月更是出台了《华强影视节目编审准则》，新版的《熊出没》已经解决了此前被质疑的语言粗俗问题。
期待标准出台
据报道，广电总局将在年底出台《国产动画片内容标准》，给动画片制作提供一个可操作规范。
在喜羊羊导演黄智龙看来，其实一直都有规范，比如不能吸烟不能喝酒、邪不能胜正、不能有情爱等等，现在只是要进一步细化、提升。另一位导演张恒明确表示期待动画片内容标准出台，“有限制你的创意才会更多，很多东西不让你干，你反而会想很多奇妙的想法，坚持的原则就是给小朋友快乐。”
包括原创动力和深圳华强这两 家 广 东 动画片企业在内，记者采访到的大多从业者都赞成出台明确的标准，中国动漫周刊总编、中国动画学会副秘书长钟路明就表示标准应该清晰界定哪些内容、语言、动作涉及“暴力”、“低俗”，以便创作者、制作者、播映者有章可循，有规可依。
钟路明透露，去年年中动画学会秘书长工作会议上，就已传出广电总局委托学会做调研、论证，准备制定标准。去年12月，在学会年会上，再次提到要制定标准，但一直未见标准问世。
广电总局宣传管理司一位工作人员对南都记者表示，标准还在征求意见，对于动画片制作方、电视台、受众、学者的意见都很重视，将在认真听取和吸收各界意见的基础上拟定标准。
该工作人员称，对标准的绝大部分涉及问题各界早有共识，多年来广电总局也一直很重视并反复强调动画片的导向问题，现在只是以一个系统性的成文的标准来做一个规范，“大家都很支持”。
灰太狼修改进行时
原创动力有一个专门的审片小组，动画片制作流程上的所有相关部门都有一个负责人参加，从编剧到导演到配音都有任务要找出潜在的问题。
审片小组是五六年前成立的，最近则迎来了最忙的一段时间。郭鹏是一位资深编剧，在编剧组里负责此次修改任务，每位编剧都从他那里领几集回去看，把问题记录下来下次碰面交换了再看，而郭鹏自己更是每一集都要看。
“我在电脑上看片子，需要不断按暂停，我女儿就说，你不要搞了，怎么老是暂停啊！你认真看好吗？我说，女儿，我就是在很认真很认真地看啊！”郭鹏苦笑着说。
而女儿就不肯去客厅看大电视，而坚持看父亲怎么看片子。郭鹏记录下来几分几秒有问题，有的一集动画片可能就一个问题，有的可能有四五处需要修改的地方。等到审片小组开会时，他就把十几二十集的修改意见一起交给导演黄智龙。
审片小组再一起看这些片子，遇到问题时随时暂停讨论是否修改、如何修改。
原创动力的公关总监吴惇说，公司从100名动画师里抽出了20人专门做修改，定期轮班，“谁也不会愿意老是做修改工作。”
目前的进度差不多是一周修改完成5集，还不包括后期制作，而喜羊羊播出至今已经有1000集。
争议与吐槽
“我觉得修改一下还是有必要”，晨晨的爸爸杨保全说，他认为现在孩子小，不懂什么意思，以前生气时喊臭狗熊，现在用同样的语气喊小熊熊，“大人可能也觉得孩子说着好玩，但等到孩子再长大一些，就不会这么想了。”。
江苏连云港东海县的农民李康也赞同对动画片做出修改，他认为这样可以避免自己孩子的遭遇在其他孩子身上重演。今年4月，他的两个儿子和小伙伴玩耍，被一个小伙伴捆在树上烧伤，几个孩子后来都说是在模仿灰太狼。
李康把原创动力告上了法庭，至今还没有开庭。两个孩子都在家，“老大现在能走了，但不能蹲；小的还站不起来，手术后左腿比右腿短了四五厘米。”李康说。
现在新版的喜羊羊还未播出，新版的《熊出没》已经引发了众多吐槽：光头强恶狠狠地喊“小熊熊”很奇怪，让对白显得“太萌”、“暧昧”，有的批评直指有关部门管得太严太细。
对于部分观众的不解和质疑，深圳华强动漫董事长丁亮表示片子的基调、搞笑的特点等都没有变，只是一些语言上微调整，相信观众过一段时间就适应了。
一位从业十几年的动画片导演认为，问题归根结底还是在没有分级制度，成年观众的看法，和陪孩子看动画片为人父母的看法，自然存在差异。
“如果有分级，我们就可以给低幼年龄群体制作专门的版本，但现在却是要以给三岁孩子看的标准来要求所有动画片，不管你的目标受众是不是孩子。”而这位导演同时也承认，在电影分级都遥遥无期的情况下，动画片分级不是可期待的解决方案。
