昨日，记者从自治区发改委收费管理处获悉，这是近日公布的《自治区幼儿园收费管理实施细则》(以下简称《细则》)内容，也是自治区首次对全区幼儿园收费做出统一规定，之前都是各地结合当地实际自行制定的相关政策。
自治区发改委收费管理处工作人员表示，目前《细则》已印发全区各地州市。《细则》旨在进一步加强幼儿园收费管理，规范幼儿园收费行为。适用于全区所有经教育行政部门依法批准的公办和民办全日制、寄宿制、半日制幼儿园及小学附设的学前班、幼儿班(以下统称“幼儿园”)。
《细则》提出，幼儿园可向入园幼儿收取保育教育费和规定的服务性收费、代收费。实行寄宿制幼儿园，可向自愿在园住宿的幼儿收取住宿费。
其中，公办幼儿园收取保教费、住宿费纳入行政事业性收费管理，民办幼儿园的保教费、住宿费纳入经营服务性收费管理。凡是提供住宿的公办幼儿园在收取住宿费时必须按照实际成本确定，不得以营利为目的。
至于保教费、住宿费缴纳的标准是多少？
该工作人员介绍说，接下来自治区将制定全区保教费、住宿费指导性收费标准。各地可在不突破指导性收费标准的基础上，由地(州、市)级教育行政部门提出当地保教费、住宿费收费标准，经同级价格、财政部门审核，三家联合报同级人民政府审定后执行。
除《细则》规定的保教费、服务性收费、代收费以及住宿费之外，各级幼儿园不得以开办实验班、特色班、兴趣班、亲子班、课后培训班、蒙氏班等特色教育为名向幼儿家长另行收取费用。
《细则》还规定，幼儿园教育不得“小学化”或者使用小学教材，不得收取书本费用。
“幼儿家长如果在入园过程中遇到以任何名义向幼儿家长收取与入园挂钩的赞助费、捐资助学费、建校费、教育成本补偿费等费用的行为都可以向价格监督部门进行举报、投诉。”收费管理处工作人员表示，这些都是《细则》中明令禁止的。
不仅不让乱收费，而且一些因幼儿保育教育及幼儿园管理需要所产生的费用，也不得向家长收取。比如说，所产生的课本(学习)资料、暖气、空调、家长开放日、亲子活动、信息服务等费用，都得从幼儿园公用经费中开支，不得设立收费项目。
各级各类幼儿园的保教费须按月收取，幼儿园不得在幼儿园注册前或跨月预收保教费。
由于放假、请假、转学、退学、插班等原因幼儿当月在园天数不足4天(含4天)的，按保教费缴费额的80%退还，超过4天但不足当月法定工作日数一半(含一半)的，按保教费缴费额的50%退还，超过一半天数的，不退还所缴保教费。
