俞正声说，加强学习是人民政协巩固共同思想政治基础的重要途径。新任政协委员要适应新岗位、新情况、新任务，提高履职能力，就要通过学习解决好政协是什么、做什么、怎么做的问题。政协不是权力机构，是协商交流的重要平台。在坚持中国特色社会主义道路、理论体系、制度的共同思想政治基础上，要平等议事，求同存异，通过不同意见的沟通、彼此的尊重促进团结，总的目标是增进共识、凝聚人心、形成合力，使政协这一爱国统一战线的组织始终充满生机和活力。
俞正声强调，中共十八届三中全会通过的《决定》明确提出要发挥人民政协作为协商民主重要渠道作用，特别是作出了各级党委和政府、政协制定并组织实施协商年度工作计划；增加协商密度，提高协商成效；在政协健全委员联络机构，完善委员联络制度等重要部署。要将深入学习贯彻中共十八届三中全会精神体现到委员履行职责的各项工作之中，围绕全面深化改革的重大问题切实加强调研，要在提出问题的深度、切中要害的程度、提案和发言的质量上下功夫，为党和政府科学民主决策提供有益参考。
俞正声指出，要进一步提高学习实效，继承和发扬政协在学习上积累形成的好传统、好做法，坚持政协委员自己提出问题、自己分析问题、自己解决问题，不打棍子、不戴帽子，不抓辫子的原则。要充分发挥政协委员在学习中的主体作用，委员集中学习不是单向的知识灌输、简单的你教我学，而是以充分研讨交流为基础的创造性学习，坚持带着问题开展学习。

本期学习研讨班为期3天，近300位新任委员参加学习。委员们将围绕深入学习贯彻中共十八届三中全会精神、推进社会主义协商民主制度建设、如何做好调查研究、人民政协的经常性工作、政协委员的权利和义务等内容进行集中学习和专题研讨。
