军事专家柴立丹曾在接受新华社记者采访时说，防空识别区和领空是完全不同的两个概念，二者有着本质区别。在领空内，一国具有完全的和排他的主权，主要体现在自保权、管辖权、管理权和支配权。其他国家只有在该国同意的情况下，方可飞越或使用其领空，即未经一国允许，任何外国的航空器不得进入该国领空。对未经允许侵入他国领空的航空器，可以采取驱离、拦截、迫降、击落等强制性措施。
1.飞行器在防空识别区停留时间短并按照指令行动，可识别为误入或无害通过，一般不采取武力措施。
2.飞行器在防空识别区停留时间过长，不听从劝告，但无意进入对方领空，一般采取跟踪监视。
