  本月底,本市首个自住房项目——恒大朝阳豆各庄项目将公开接受购房申请。昨天,市住建委公布了备受关注的《自住型商品房销售管理暂行规定》的征求意见稿。摇号将由开发商组织,使用全市统一的摇号软件确定选房顺序。本市户籍的无房家庭和目前已在轮候经适房、限价房的家庭可优先。


  记者了解到,购买自住型商品房的流程较普通商品房主要增加了购房申请和摇号分配两个环节。针对市民普遍关心的房源销售监管的问题,市住建委制定的销售管理细则将采取七大措施,确保自住型商品房的销售过程的公开、公平、公正。


  公示



  房屋信息公示不少于15天


  征求意见稿中规定,市住建委负责指导、监督全市自住型商品房销售管理工作。各区、县城建主管部门负责辖区内自住型商品房项目的销售工作。


  开发商在申请办理自住型商品住房预售许可或者现房销售备案手续前,要在市住建委官网及销售现场进行公示。公示内容包括项目名称、企业名称、项目位置、套数、户型面积、销售均价等信息,公示期不少于15天。


  申请



  轮候户须带申请备案通知单


  自住型商品房对于购房人资格限定于“在本市具有购房资格的家庭”。也就是说,名下无房或仅有一套住房的北京户籍家庭以及持有有效暂住证,连续5年(含)以上在本市缴纳社保或个税,且名下无房的非京籍家庭,都可以购买一套“自住型商品房”。具有购房资格的家庭可在项目公示期内,向房地产开发企业提出购房申请,并按照《关于落实本市住房限购政策有关问题的通知》要求,提交相关材料。


  对于经济适用住房、限价商品住房轮候家庭申请购买的,应提交《北京市城市居民购买经济适用住房/限价商品住房申请备案通知单》和申请人的身份证明材料。


  审核



  20个工作日内可完成审核


  开发商要对购房家庭的申请材料进行初审。20个工作日内,市住建委要会同相关部门对购房家庭的资格进行审核。购房家庭可登录市住建委官网查询资格审核结果。通过购房资格审核的申请家庭,方可参加摇号。


  对审核结果有异议的,可以自资格审核完成之日起10个工作日内,持相关证明材料到市住建委申请复核。


  摇号



  每家限购一套 两类家庭优先


  自住型商品房的摇号方法与普通商品房方法类似,但强调要“使用全市统一的摇号软件”,并增加了“优先选房家庭”的部分。


  征求意见稿规定,自住型商品房项目由房地产开发企业组织公开摇号,确定购房家庭的选房顺序。摇号应当使用全市统一的摇号软件。摇号结果在住建委官网和销售现场公示3天。


  开发企业应当按照摇号确定的选房顺序,组织购房家庭选房,并在选房之日5个工作日以前,在销售现场和市住建委官网发布选房公告,明确选房时间、地点、批次安排等。


  每个申请家庭只能选择一套自住型商品住房。征求意见稿规定的优先家庭选房后,其他申请家庭继续依次选房。


  已通过购房资格审核的申请家庭或者已完成选房的申请家庭“弃权”的,由未选房的申请家庭按照摇号确定的顺序依次递补选房。没有按照选房公告要求参加选房的,也视为放弃。


  征求意见稿规定,摇号、选房过程应当由公证机关全程公证,接受属地区、县住房城乡建设主管部门监督,并可以邀请社会公众现场监督。晨报记者 王萍


  七大措施确保销售公平公正公开



  措施1:市住建委官网公示房源信息


  项目公示期不少于15天。自住型商品房项目遍布全市,购房人申请购房不受区域限制,可根据自身家庭需要,选择适合的自住型商品房。购房人可以在多个项目同时申请,但是符合条件的购房家庭成员只能购买一套该类商品房。


  措施2:分批摇号两类家庭优先购买


  本次将分别对优先家庭和非优先家庭进行摇号,首先保证优先家庭按照摇号顺序选房,再组织非优先家庭进行顺序选房。


  措施3:购房资格申请进行网上审核


  房地产开发企业对购房家庭的申请材料进行初审,符合条件的,在本市自住型商品房资格审核系统中填报家庭信息,并将联机打印的《家庭购房申请表》和《承诺书》经由购房家庭签字确认后,在审核系统中提交资格审核申请。《家庭购房申请表》一式两份,购房家庭和开发企业各留存一份。前述材料将作为购房合同附件,在办理房屋登记时提交登记部门。


  措施4:借鉴购车摇号使用统一软件


  自住型商品房摇号将使用全市统一的摇号软件。该摇号软件是在总结保障房摇号经验的基础上,借鉴北京购买小客车摇号办法,排除人为因素。目前,摇号软件正在研发。


  措施5:摇号与选房将全程公证监督


  摇号、选房过程将由公证机关全程公证,接受属地区、县住房城乡建设主管部门监督,并可以邀请社会公众现场监督。摇号结果及选房公告等均要求开发企业在住房城乡建设委官方网站和销售现场公示公告。确保程序的公正性和透明性。


  每个申请家庭只能选择一套自住型商品住房。优先家庭选房后还有剩余房源的,其他申请家庭继续依次选房。


  措施6:购房家庭成员不得买同类房


  开发企业与购房家庭签订购房合同后,购房家庭的成员今后不得再申请购买自住型商品房;属轮候家庭的,签订自住型商品房购房合同后,自动放弃轮候资格。


  针对保障房轮候家庭优先购买此类住房,据市住建委相关负责人介绍,从2013年4月19日开始,全市已实行保障性住房统一申请,所有申请人均先通过承租公租房解决住房困难。自住型商品房为经适房、限价房轮候家庭提供了除购买保障房之外的另一种选择,轮候家庭自愿购买自住型商品房,且享受优先资格,购买后视作已解决住房困难。


  措施7:严惩骗购5年内禁在京购房


  对通过隐瞒家庭信息,伪造证明材料等方式,弄虚作假,骗购自住型商品房的家庭,一经查实,房地产开发企业应与其解除购房合同,购房家庭承担相应经济和法律责任,且5年内不得在本市购买住房。构成犯罪的,依法追究刑事责任。
