Beijing electric bicycles for legislative control may be， required to wear a helmet

　　京华时报讯(记者李秋萌)昨天，我国法律专家、清华大学法学院副院长余凌云透露，北京有望率先出台《电动自行车安全管理条例》，以填补这一交通工具管理空白。

　　根据交管部门统计数字显示，在所有交通类型的伤亡人数中，驾驶电动自行车死亡和受伤人数均排在第四位。余凌云表示，我国道路交通法规专家们正在研究制定《电动自行车安全管理条例》，并有望率先在北京立法。该条例将对电动自行车生产、销售、驾驶等方面进行规范，如不可以超规格改装电动自行车、要设定安全行驶速度。更重要的是给驾驶者定了规矩，如不能上高速、环路行驶；驾驶时必须佩戴头盔；后座限制载人；违规者将受到处罚等。
