据介绍，北京市目前共有低保家庭9.45万户共16.4万人，每年约发放9亿余元低保金额。按照北京市实施《城市居民最低生活保障条例》办法，本市对经批准享受城市居民最低生活保障待遇的家庭，由街道办事处或者乡(镇)人民政府在其户口所在地居(家)、村委会张榜公布，对于公示期并未明确规定，各区县民政部门在每月15日之前对公示信息进行更新。
“以前的这种信息公开，是各区县在审批过程中的一个环节，但是过一段时间就撤下来了。”北京市民政局社会救助处处长吕海燕介绍，今后低保家庭享受保障的情况将在其所在的居住地进行长期公示，同时还要上传到本区县政府官方网站或当地民政部门门户网站进行公开。
吕海燕表示，此次开展低保家庭相关信息公开不仅仅是规范、监督政府行为，也可增强政府专项资金支出透明度，真正做到应保尽保，让真正有需要的人及时享受到低保救助。
■释疑
公开信息不涉及隐私
“低保家庭相关信息网上公开是一种探索和尝试。”吕海燕说，在开展相关信息公开之前，民政部门专门邀请民政部以及相关专家等，就公开的信息范围、是否涉及个人隐私等进行了论证，经过论证，最终对公开信息的内容进行了相应的调整。
吕海燕表示，此次公开信息的内容包括享受城乡居民最低生活保障家庭持证人姓名、保障人口、家庭月保障金额、所在区县和街道(乡镇)名称，公开期限为自批准享受保障之日起，至终止最低生活保障之日止。
“尽管低保是以家庭为单位，但此次公开信息仅仅是持证人的姓名，而不是所有家庭成员的名字。”吕海燕说，信息也未涉及其详细的财产信息和家庭住址，而只是对每月发放的低保金额及其所在街道进行公布，这符合信息公开的相关要求。
目前各区县社会救助主管部门均已在本部门网站公布了信访通信地址及咨询电话，方便市民反映相关诉求，市民如发现公开的低保家庭相关信息存在问题，也可拨打电话投诉。
