检查范围包括陆上石油天然气长输管道，穿越公共区域危险化学品输送管道，采气厂、采油厂、炼油厂及油库，尤其是老旧输油(气)管道、距离生产生活设施和市政管网较近的输油(气)管道、炼化企业、油库和过去监管中发现存在严重隐患的管线。
目前，全国油气管网近10万公里，加油站10万座，炼油企业诸多。油气生产、储运、销售过程中，存在多种危险源。其中，油气火灾爆炸、井喷、泄漏事故将直接对公众和社会安全带来影响。
今年10月中旬，国务院安委会7个督查组刚刚对辽宁、河北、天津等沿海11个省(区、市)石油化工企业、石油库和油气装卸码头开展安全专项督查。
中国安全生产科学院原院长刘铁民介绍，油气管线破裂主要是受到自然灾害或人为外力的影响，尤其是人为因素防不胜防。大型工程施工、管道沿线不法分子打孔盗油、盗气，都对管线安全造成很大隐患。
业内人士介绍，根据经验，综合经济性、安全性考虑，中国管道的使用年限是30年。国内油气管道在2003、2004年之后大规模建设，大部分尚未超期服役。此次发生爆炸的东黄输油管道于1986年7月建成投产，至今已有27年。
此次青岛爆炸事故也暴露了地下管线布局混乱的问题。国土资源部曾经就地下管线情况召开普查会，提出城市地下管网与油气管线交叉交混现象非常严重。
本质上看，这是城市管理的通病，更是城市规划和管理能力弱的表现。即便是北京市，距离上一次地下管线普查已有27年。
一些石化企业在建厂之初，选址远离市区，甚至建在人口稀少的郊区。但是，随着城镇化发展，城市与这些工业危险源距离越来越近。根据《输油管道工程设计规范》GB50253-2003规定，原油及以上成品油管道与城镇居民点或独立的人群密集的房屋的距离不宜小于15米，与飞机场、码头、工厂距离不宜小于20米。
《石油天然气管道保护法》则规定，在管道线路中心线两侧各5米地域范围内，禁止建房以及修建其他建筑物、构筑物。
业内人士说：“设计规范与管道法对安全距离规定不衔接。在油气管网建设中更多的注重强调管道自身安全性能，原则性上远离或避开居民区。” 2012年9月，中石化对东黄(复线)线隐患整治发布公告时就称，原本管线所处的郊区现在变为繁华城区，建筑物众多，人口密集，部分管道陆续被占。即使一些没有占压的建筑物也离管道较近，无法进行管道防腐层大修，存在一些安全隐患。
