今天上午，清华大学政治经济学研究中心主任、假日制度改革课题组负责人蔡继明表示，目前征集意见的三个方案都有不足之处，因此蔡继明给法晚记者推荐了方案D。
蔡继明表示，这个方案既照顾到春节长假，又不用调休十一，相对较为合理，此前全国假日办也曾向其征求过方案，最终推出的方案多少都有这个方案的影子。

最近假期元旦出游计划打乱网友称“累觉不爱”

根据携程数据统计，目前元旦市场六成都是按照往年三天小长假加上年底休假，凑成4-5天假期，参加港澳台、日韩、海岛等周边出境游，或者国内中长途旅游。
多家旅行社证实，目前元旦出游的产品已经售卖出60%以上。
最迫切问题
中国式休假何时休？
近年来，现行的“中国式休假”频繁引发不满，尤以今年为甚，“多放假，放好假”成为网友们共同的心声，但理想与现实总是存在差距，今年以来，有关黄金周存废的讨论一直不断。
今年10月10日，全国假日办在多家网站发布“关于法定节假日放假安排的调查问卷”，面向社会广泛征集意见。
调查发布仅一天后，针对“您对现行的法定节假日放假安排是否满意”这一问题，有超过八成网友表示“不满意”。
按照2007年《全国年节及纪念日放假办法》﹝国务院第513号令﹞，我国全体公民放假的节日共11天，分别是春节3天、国庆3天，元旦、清明节、劳动节、端午节、中秋节各1天。
现行放假调休方法为通过调借双休日，分别形成2个7天“长假”(春节、国庆)和5个3天“小长假”(元旦、清明、五一、端午、中秋)。
拿今年来说，全年有29天假期，但“货真价实”的只有11天，其余18天都是从周末“挪假”而来。
但此次方案一出来，结果却又跟之前的调查大相径庭，超过5成的网友选的方案C，其实和此前的放假制度差别并不是很大，而且如果想休长假，还是得调休。
落实带薪休假才是硬道理
假期到底怎么设置才是合理的？蔡继明表示，上个月，相关部门曾向清华大学征求过意见，蔡继明及其团队也曾上交过上万字的对于现行假日制度的意见和建议。
对于呼声颇高的要求延长春节、恢复五一假期，蔡继明表示，目前主要不是假期少的问题，从假日构成上来看，双休日全世界都一样，法定节假日我国有11天，全世界62个国家平均法定节假日是11.7天，“我们缺的不是法定节假日，而是带薪休假，在62个国家中，我国带薪休假的天数排倒数第三。最重要的应是带薪休假和灵活的休假制度。”
根据人社部调查，现在带薪休假落实率在50%左右，全国总工会的调查显示也达到54%，落实带薪休假比较好的主要集中在党政机关、事业单位、大型国有企业、外资企业，而一些民营企业、中小企业落实起来就相对差一点。
蔡继明表示，《国家旅游休闲计划纲要》也提出，到2020年，职工带薪年休假制度基本得到落实。如果带薪休假得到真正落实，还会有人选择黄金周吗？
另外，法定节假日不宜设置过多，现在缺的不是假日的数量，即便是法定节假日也没有连续七天的，法定假期增加势必造成集中出行，这又会带来一系列的问题，比如景区拥堵、道路拥堵等。
那么如果公众强烈要求增加怎么办？蔡继明表示，如果一定要增加，可以增加“元宵节”、“重阳节”等传统节日假期。
黄金周是在我国经济社会迅速发展的时代条件下，在上世纪末东南亚金融危机背景下，为刺激消费、拉动国内经济，促进国内旅游而实施的举措。
1999年9月，国务院修订发布《全国年节及纪念日放假办法》。从2000年国庆放假开始，对国庆、春节和劳动节这三个节的休假时间进行了统一调整。2008年，五一法定假期从3天改为1天，意味着五一黄金周被取消。
1997年东南亚金融危机发生后，通过假日经济刺激消费、拉动经济，促进国内旅游成为共识。
2007年，国家旅游局综合协调司有关负责人在接受媒体采访时表示，对于全国两会上人大代表和政协委员高度关注的“国家休假制度安排和除夕放假”等相关问题，国务院已经责成国家发改委、国家法制办进行调查研究，最终将根据调研结果提交方案上报国务院。当时，这名负责人还介绍，全国假日办由国家旅游局牵头，会同14部委一致通过后统一发布。

有过如此深入的调研和多部门的研讨制定的方案和经过广泛征求意见的调查，在5年之后，节假日安排仍然得不到公众满意。
