大同巨债
负债率超百分之百 城市改造或停滞

夜幕降临，山西大同市南城墙上的望楼开始亮灯，灯火之下，50米一个迭次排列的望楼就像一串白色的玉雕，光彩夺目又不失温润。只是夜色掩盖了城下遍布瓦砾的废墟。
阳光下，城墙下的景观有如战场，满眼尽是被拆剩一半的民居。只是少了轰鸣的机器声，这片“废墟”少了尘土飞扬，也少了对明日的憧憬。
随着如今天气转凉，大同的大部分重点工程都已经停工，包括尚未合拢的西城墙。
“老耿在大同就像是作画，但他美丽的画卷只有一半，另一半还没动手，人就被调走了。”李元光看上去很伤心，他是大同东城墙、南城墙灯光照明工程的承包商。李元光所说的“老耿”是原大同市市长耿彦波，江湖上也称其为“耿拆拆”，因为工作关系，李元光和耿彦波有过数次交往。
今年2月份，任满五年的耿彦波调离大同，升任太原市市长。
“原来计划的护城河，可能就此不建了，虽说是因为地形不合适，但其实就是政府不愿意继续拆下去了。”李元光和他的朋友们都为耿彦波的调离感到忧愁，他们都揽下了大同市政府不少的大小工程。
一位参与古建筑防水工程的承包商告诉时代周报记者，通常他一年能从政府拿到三次工程款，但如今临近年末，却只拿到了一次。
建筑商们认为，这可能是现任政府改变了发展思路，抑或是后耿彦波时代，大同出现了资金短板。
夺回失去的二十年
2008年，当耿彦波从太原副市长调任大同任副书记时，并没有多少大同人注意到他与前任有多少不同之处，但到了2012年耿彦波调离时，却有几十位老市民在大年初一跑到东城墙和阳门广场上组织签名请愿，要求“耿彦波回来”。
据不完全统计，五年来，大同城建投入超过1000亿元，其中政府投入大约近700亿元，仅仅是道路投资就达162亿元，而大同市每年的财政收入仅在100亿元左右，这样的城建规模可谓空前。
尽管号称“中国煤都”，但大同事实上并未从丰富的煤炭资源中获益，反而备受其害，煤炭工业带来了重度的空气污染，却并未留下多少财富。大同的煤炭基本为大型国企所有，地方政府能拿到的税赋寥寥，而除此之外，大同却再无其他支柱产业。20年前，大同人的富有让全国羡慕，但20年后，大同的工资水平仍停留在每月2000元左右。在山西省内，大同的经济排名第九，只能算是一座三线城市。
耿彦波到任大同时，面对的不仅仅是一座破旧的城市，更是一座耗尽了发展潜力的煤都。
在地图上，耿彦波很快展开了他的宏大规划，他将旅游观光作为大同未来的希望，拥有云冈石窟、法华寺、善化寺、九龙壁、恒山悬空寺的大同本有着非常优质的旅游资源，但耿彦波并未满足于此，除了拨出巨资修缮寺庙，整治周边环境、打造旅游商业街之外，耿彦波抛出了一个没有任何城市敢想敢为的计划—将大同的明城墙从原址恢复。
以城墙为界，耿彦波希望完全重建大同古城，这涉及到近10万户居民的拆迁。
仅仅是2010年完工的东城墙，工程费用达10亿元，拆迁安置费用更高达20亿，而其后完工的北城墙，工程费用也达到12亿，整个古城的重建涉及资金规模远超百亿。
而在古城的东面，耿彦波则着力打造御东新区。以太阳宫为轴心，大同一口气规划了大剧院、图书馆、美术馆、博物馆、体育馆共六大场馆，总造价近40亿元。除此之外，政务大厅、中级法院、市检察院、第五人民医院、大同二中等一系列市政建筑也会在御东新区落成。
“一轴双城”，一御河为界，在两岸分别打造两座各具特色的“古城”、“新城”，这就是耿彦波的新大同蓝图。
追求一流
“大同本来就缺水，御河早就干了，老耿来大同以后首先解决的就是这御河水的问题。”李元光说，为了解决大同的饮水问题，大同本有从黄河引来水源的计划，但推进缓慢，“老耿来了之后，这黄河水没多久就流过来了，虽然工程是前任的事情，但还是靠老耿才落实了。”
与引黄工程同时，耿彦波首先修通了御河两岸的道路，并且沿着河边建起了五六公里长的生态公园。后来，在御河的北面，早已干涸的文瀛湖也被引来的黄河水恢复了生机，2012年和2013年，大同共引黄河水1000万立方米将文瀛湖灌满，每吨水的平均成本达到了4元。这还仅仅是引水的费用。
像引水这类不计成本的工程在大同比比皆是。
李元光回忆说，当年东城墙的照明工程招标，一下就来了十八九家公司竞标，“都是外地的，特别是北京的，除了我们，基本没有本地的公司敢来，因为老耿一开始就声明要最好的工程，不要大同本地人参与，他看不起大同本地的东西。”
李元光也得“沾北京企业的光”，他与北京歌华集团下的一家公司联合竞标，才有了竞标资格。
“灯光效果做出来以后，他一看，就认定了我们的方案，没想到他过来一谈，发现我竟是大同的，就想反悔了，说不要大同的，之前就说好了的，但最后还是选了我们的方案。”
耿彦波曾对不要大同人参与工程的做法有所解释：“一流是个国际标准，不能关起门来搞一流，我们要的是一流的规划、一流的设计师、一流的工程队。”
御东新区的建筑设计师们很好地诠释了耿彦波所说的“一流”：博物馆为工程院院士崔恺所设计，图书馆的设计来自哈佛大学建筑系教授科恩，大剧院请来了建筑大师矶崎新……
甚至于新建大同古城内的匾额题字，耿彦波都劳心过问。
“耿彦波不会书法，但他中文系出身，也懂看书法，他看到那些题字都是找的古人的字，就相当不满，就想找人题，但又说大同人的字不好，去年年初一赌气，就把他发给我的《大同赋》一口气写下来，端到他面前让他看。”大同市书法家协会副会长焦日明回忆说，当时耿彦波一字一字地看下来后相当服气，但却没来得及让他为那些匾额题字，就被调回了太原。
“要是他再做一任就好了。”焦日明叹道。
半拉子工程
按照计划，大同古城的西城墙将在今年8月合拢，但到目前为止，西城墙余下的缺口仍未有动工的迹象。
尚未拔掉的“钉子”是红旗广场。红旗广场刚好位于西城墙的瓮城，围绕着广场有图书馆、展览馆等历史建筑，更有国企中国联通的办公营业大楼。
红旗广场仿天安门广场而建，图书馆、展览馆的建筑分别酷似国家博物馆和人民大会堂，建于1969年的展览馆仍被大红的革命标语所覆盖，两个建筑都是受到保护的历史建筑。
为了解决这一问题，大同市在2012年6月对两个建筑启动了平移工程，由上海先为土木公司承担工程。但一年之后，平移工程依旧没有完成，并且工程队已经撤离。时代周报致电上海先为土木询问时，一位工作人员表示不知道该项目的完工期限，工程队的撤离应该是因为天气转冷不宜施工。
尽管被拆迁和建筑工地围绕，但位于西城墙中间的中国联通大楼依旧营业，员工们照常上班，一位员工表示，联通大楼确实要搬迁，之前也多次听说传闻，但具体什么时间搬到哪里仍是未知数，“至少今年我们还会在这里，直到市里有明确通知。”
一位知情人士对时代周报表示，为了解决中国联通的搬迁问题，耿彦波曾多次到山西省里沟通，并且已经取得搬迁的许诺。
“什么时候拆迁，主要看市政府，关键是要给人家找到合适的地方。”上述人士说。
记者在大同古城内询问了多个建设工地的工人，均表示不知道负责的工程的完工时间或者期限。
“我们也准备回家去了，年底了，但老板的账还没清，老板说政府还没有拨钱下来，他也只拿到了一半，没法给我们钱，这地方建了3年了，明年也不一定能建完。”在大同古城代王府工地内，一位工人这样说道。
据时代周报记者了解，今年以来大同的拆迁也明显少于过去几年，许多本在拆迁范围的街区或者暂缓拆迁，或者取消了拆迁计划。
“今年确实没那么忙，但周末还是得加班，主要是解决遗留的安置问题。”大同市城区征收补偿办公室一位不愿具名的负责人告诉时代周报，今年以来大同已经基本没有新的拆迁任务。
同样面临尴尬的还有御东新区的太阳宫。
大同2011年获得中国国际太阳能十项全能竞赛的资格，这是时任国家主席胡锦涛访美期间签署的第一个中美能源合作项目，为了赶在2013年8月顺利承办竞赛大会，大同在御东新区文瀛北路设计了总建筑面积20.5万平方米的太阳宫，并且赶在了2013年6月底完工交付使用。当地媒体曾这样表述：就在6月初，整个太阳宫24家施工队伍，5000多名建设者与时间赛跑，为了太阳能竞赛如期举行，不惜代价，不惜体力。
但是太阳能大会的结果却让大同人大失所望。
“原来想可能是像世博、园博那样的大会，结果也就是来了些学生，一个星期比赛完之后就走了，什么也没有留下来。”一位大同市民说道。
但留下来的太阳宫如何利用，却成了棘手的难题。
大同原计划在太阳能大会之后让市委市政府一起搬迁到太阳宫，让御东新区真正成为城市发展的中心，但由于年初以来中央严控楼堂馆所建设，新一届的大同市政府最后放弃了这一计划。最终的解决方案可能是将太阳宫拍卖给企业。
目前，御东新区六大场馆只有太阳宫完工使用，其余的五大场馆仍然只有主体结构。
百亿债务
资金紧张是大同市大小工程难以完工的另一个主因。
大规模造城5年，大同已经是国内负债比率最高的一批城市之一，外界普遍认为，大同的负债在120亿以上，甚至可能已经达到200亿的规模。
这一数字已经隐约反映到大同市的财政数据上。
据大同市今年年初编制的2013年财政预算，大同市2013年还本付息支出为5.5亿，比2012年的4.2亿劲增31.14%，是财政支出中增幅最大的一项。大同市今年(2013)预计财政收入增幅为17.42%，还本付息支出的增幅是收入增长的近两倍。
但实际上大同城建所需资金大部分通过城投债的形式来实现，在政府财政很难完整反映出来。
目前大同市主要的融资平台有大同市城市发展投资有限公司、大同市经济建设投资有限责任公司两家。大同市政府曾下发的一份文件显示，仅大同市城市发展投资有限公司在2011年就有银行贷款58.6亿元，除6.12亿元有土地抵押担保外，“其余均为政府信用贷款”。在当时国务院、银监会部署融资平台清查的情况下，该公司被银行金融机构定性为现金流无覆盖。
最后大同市市政府紧急从御东新区划出6000亩土地到城发投公司作为资本才缓解了监管的压力。
而大同经建投的债务更是高于大同城发投。根据中国债券信息网上的大同经建投公司2012年审计报告，大同经建投除了有25亿6年期公开发行企业债券外，其报表内仍有71.62亿长期借款。
单单两家融资平台的负债规模累加就已经超过了外界120亿的估算。
而大同市2013年的一般预算收入仅为72.5亿，就算加上卖地收入的50亿预算，也刚好只是120亿的规模，大同市的负债率已经基本超过了100%。
拆迁难了局
与逐年还本付息的债务相比，拆迁安置更是大同市现任政府面临的更为迫切的难题。
耿彦波为大同定下的拆迁补偿原则是统一的“拆一补一”：征收不足45平方米的房屋，45平方米以内补贴价保障住房；60平方米以内成本价以小换大；超出60平方米部分按市场价结算。征收45平方米以上不足60平方米的房屋，给予成本价加政府限价不超20平方米的优惠，超出优惠的面积按市场价结算；征收60平方米及60平方米以上的房屋给予20平方米政府限价优惠，超出优惠的面积按市场价结算。
耿彦波认为，这一方案让被拆迁人的利益最大化。
但大规模的拆迁也给大同带来了安置的巨大难题，并且对于许多人来说，被拆迁反而还要赔上一生积蓄去“买房子”，因为安置房的面积普遍都大于大同的“赠送”面积，需要补交房款。
原居住在九龙壁东面都司街的老人万霈三年前住上了安置房，但如今他每天依旧回到三公里外自己原来的街道继续开小卖铺，为了让两个儿子都有地方住，老人拿出了20万的积蓄补交房款，如今仍要为生计忙碌。据万霈介绍，早期一旦接受了拆迁，安置房还是能够很快入住，但最近却变得紧张，尽管每月每户政府会发放300元的安置费。
目前，都司街的住户基本都搬空，但仍有部分无法住进安置房。“拆得太多了，来不及建。”老人说，今年原本临街的房子都会拆掉，但搬空之后拆迁却迟迟不来，“今年是拆不掉了，他们的房子也还住不上，只能去租。”
而对于华严寺外大西街东方广场的7位商铺业主而言，他们的合理赔偿至今还没有拿到。2012年7月19日，大同市动用大批警力将东方广场内他们的10套商铺强拆。
“城区征补办只愿意拆一赔一，用柳港园同面积商铺置换，但我们购买的商铺时价5万元，而柳港园的商铺时价仅8000元至1万余元。”业主石小雷说，因为强拆事件商户们年初曾向耿彦波反映过，耿彦波当时答应调查，却因为他调走而终无下文。后来石小雷又向山西省纪委巡视组反映，但至今还没有解决问题。
“凡是已经开工的政府工程，要全力保障，加快推进，不允许出现半拉子工程；凡是房屋被征收的住户，要妥善安置，确保回迁；凡是已经开工、手续完备的政府工程，要认真履约，按进度拨款；凡是依法经过招拍挂程序，按合同付了土地出让金的，要加快征收拆迁进度，尽快交付净地；凡是已经签约落地的项目，要千方百计创造条件，尽快开工建设，早日达产达效。”现任大同市市长李俊明年初履新时曾承诺“五个凡是”。
