蔡继明：若增假日数可分给春节
昨天，新京报记者采访了清华大学政治经济学研究中心主任、假日制度改革课题组负责人蔡继明，他认为，虽然目前提出的三种放假方案都不尽如人意，但假日办这次网络调查是一种进步，而且三种方案中首次提出了遇到周二、周四才挪借周末拼假的方式，比以前无序的拼假更容易被公众接受。
“方案未提假日改革 民众难免失望”
新京报：这次假日办发出的假日调休调查你更倾向于哪种？
蔡继明：三种方案都不尽如人意，只涉及调休安排，没提到假日改革，公众难免感到失望。
新京报：目前来看，支持第三种方式的人比较多。
蔡继明：其实第三种看似春节黄金周没变，十一7天假期还保留，但还是跟以往的放假安排有区别的。其中明确了将十一放假日期确定为10月1日至5日，日期相对固定了，及时挪借周末也有一定规律，比较容易让人接受。此外，对于一天的假期，首次提出了逢周二、周四挪借周末，这也是进步，至少有了规律可循。
新京报：网民更倾向于这个方案可能是因为其中长假多？
蔡继明：对，公众有理由期待节假日增加，这个可以理解，但这些方案肯定还会“众口难调”。
“假日办无权在调查中增假日数量”
新京报：有网友称，这样的选项其实是换汤不换药。
蔡继明：今年十一之后假日办就曾经通过网络进行过调查。其中有提问“你对假日制度怎么看”，很多网友也表达出来希望增加假日。而这次调查，三种方案都没有改变全年11天的假日总量，主要针对的是“挪假”方式。其意义在于假日主管部门开始关注民众对假日的需求，而且在挪假设置上有了进步就好。
新京报：为什么不直接在备选方案中提出增加假日总数？
蔡继明：这些都没涉及，这可以理解。全国假日办没有这个权限调整假日总数，调查中当然也不能涉及增加假日。
目前我国执行的是2008年修改过的《全国年节及纪念日放假办法》，这个最早是1949年由当时的政务院颁布的。现在要增减假日总量，至少要通过国务院常务会，这不是简单的一个过程。
“‘假日少’根源在带薪休假难落实”
新京报：公众还是提出很多理由佐证假期少的弊端。
蔡继明：首先你要明白，我们的假期是不是真的少。对假期的需求，我相信永远都是“越多越好”这样的愿望。
我们做过统计，双休日全世界都一样104天。我国11天的法定节假日在各国排行中是中等。62个国家中平均法定假日11.7天，我们11天排在第33位，比美国还多。这就要思考，我们感受假日少到底少在哪？我们带薪休假只排名第60位。
新京报：你的意思是我们带薪休假没有落实好。
蔡继明：对，我们的假期其实少在带薪休假，这才是老百姓自己说了算的假期。现在落实困难确实很大，需要各方面克服困难，渡过现在这个难关就好了。达到10到15天带薪休假，以后逐步还可以提升带薪休假天数。
“假日方式、数量不可能一成不变”
新京报：我国的假日总量是否真的就没有上调空间了？
蔡继明：我们清华假日课题组做过一个研究，假日总量可增加两天。但这两天不是要恢复五一长假，而要分配给春节。
新京报：春节现在已经可以休息7天了。
蔡继明：春节实际放假是3天，7天假期是挪借前后周末拼凑出来的，至少要拼借四个周末。之前的调查和这次网络调查可以看到，网民们对春节增加放假天数还是普遍认可的，变成5天假日以后，就可以不用挪借那么多周末了，如果赶在周一，还可以凑出9天的长假，更适合春节的民俗和公众出行需求。
新京报：这个研究成果是否向有关部门提出过？
蔡继明：其实这也是中央有关部门找到清华，清华由我们课题组来完成的研究。我想，经过上次调查，有关部门也觉得民众呼声这么高，总得有些变动。
新京报：增加假日也是有可能的？
蔡继明：我参加过有关部门的座谈会，讨论过增加假日的草案可行性，但也都是微调的建议，增加一两天。我相信假日方式和假日数量不可能是一成不变的。当然，明年是不可能增加了，时间也来不及。很有可能明年的放假方案就在现在这三种里选一种直接实施。
