　　如今，太原已经成为一个巨大的工地。同时开工在建的的工程达到了52个。

　　在最近一次接受新华社采访时，耿彦波说：“太原的定位应该是一流的省会城市。来到太原后，我组织力量对全市140多处有价值的文化遗产进行调研，确定了142片历史遗存保护。在太原古城区，我们就以路为基，把点穿成线、以线形成面，做成‘城市会客厅’，来展示太原厚重的历史文化。”

　　履新太原市长以来，耿彦波已经两次邀请房地产商参加城中村改造项目推介会，最近的一次是在11月7日，目标是晋阳湖片区内的13个城中村。

　　耿彦波会上说，他要在3年内再造一个升级版的“晋源新城”。

　　但围绕着晋阳湖，太原除了造一个新的晋阳湖公园外，还要在周边建设太化工业遗址公园、雕塑公园、特艺城、山西广电中心、月星环球商业中心、阳光环球金融中心、太原成成中学等一大批带动性龙头项目。

　　造一个太原的西湖

　　11月22日，太原市城乡规划局开始公示晋源区西寨村、北阜村和南阜村的规划方案。

　　实际上，这三条村子早已经搬空，村内没有任何人行走，屋内所有财物都已经搬走，靠近晋阳湖的区域基本已经拆光，只有远处还剩下一些没有窗户的房屋。

　　晋阳湖片区共有20个城中村，截至目前已启动了9个村的整村拆除工作，其中5个村已基本完成拆除任务，上述3村便包括在内。

　　在太原，尚有不少人开车来到北皋村的晋阳湖岸边散心，太原人认为，在不远处蒙山的映衬下，晋阳湖有着能与杭州西湖相比的景致。但晋阳湖西岸的化工厂和发电厂似乎并没有雷峰塔般的优美，“肯定要拆掉它们的”，太原人说。

　　晋阳湖只是建国初开凿的一个人工湖，为太原第一热电厂提供水源，但如今成为太原造城的中心之一。

　　“你们肯定是误解了，晋阳湖改造不是耿市长来了之后才有的，这个计划很早就开始了，我们2011年就成立指挥部，由副市长担任总指挥，可见决心有多大，但耿市长无疑也是大大加快了进度。”在晋阳湖区建设指挥部，一位不愿透露姓名的人士向时代周报解释说。

　　但拆迁工作快速推进，也让规划局有些措手不及，从今年5月份开始，太原市城乡规划局开始在网站上公示规划，平均每月公示的方案都有十几个。

　　晋阳湖区建设指挥部工作人员介绍，首先要开工的是晋阳湖公园，工程主要解决晋阳湖的“悬湖”问题，晋阳湖水面比周边地形高了1-3米，一直以来就是巨大的隐患，另外还要进行美化改造。

　　至于太原第一热电厂的搬迁问题，上述工作人员表示，除了热电厂，晋阳湖片区中还有太化集团公司、山西医药集团、太原制药有限公司等一系列企业，将来都要搬走。

　　政府接手拆迁

　　李文生是太原杏花岭区西三道巷自来水小区的居民，在10月30日晚上九点，开发商大连万达的拆迁队拿着杏花岭区法院的裁定书强拆了包括李文生在内最后5户的房屋。当晚，李文生眼睁睁看着自己的房子在半夜被强拆，“没有办法，也没有地方睡，我们就直接到市政府门口等耿彦波了。”

　　10月31日早上，李文生等到了耿彦波，在听完李文生等人的述说后，“耿彦波说一定会依法追究查处，然后拿着我们的材料进去上班了。”李文生说。

　　杏花岭龙潭片区位于太原龙潭公园以东，其中有十余个小区，在2008年，太原市政府与大连万达签署了开发协议，但5年之后，仍有半数区域尚未拆迁开发，一直以来矛盾不断。

　　耿彦波或许没有注意到这些历史遗留问题。

　　“以太原为例，目前拆迁中90%的问题都是过去开发商参与拆迁造成的。开发商参与拆迁会带来严重的社会不公平。老实人被拆迁时开发商往往会把价格压得很低，而对那些不讲道理的拆迁户，开发商往往高价收购，或者使用‘黑社会’手段强拆。由此导致百姓认为拆迁会侵害自己的利益，久而久之形成扭曲的社会价值观。”今年9月，耿彦波接受新华社采访时说道。

　　对此，耿彦波开出的药方是“政府拆迁”：“要实行公平拆迁，就必须由政府统一拆迁。”

　　在政府拆迁的思维下，太原的城建计划正在迅速推行，其中最紧迫的一条便是修路。

　　资料显示，太原25%的干道道路被封闭，如果加上数量庞大的次级干道、支路，占比达50%以上。

　　按照规划，太原市今年将新建17座高架桥、13处全互通立交、7条地下快速路，还要保证地铁2号线开工、搬迁武宿国际机场，再拓宽60多条小街巷，修葺17个城郊森林公园。

　　众多的新建工程必然涉及到巨量的拆迁，更有人认为，耿彦波在太原一年的拆迁量相当于过去十年。“今年以来太原市的拆迁面积已达500万平方米，预计全年拆迁面积700万平方米，等于我在大同5年拆迁量的一半。”对此，耿彦波并未否认。

　　李文生在11月12日得到了耿彦波的回应，当天，杏花岭区宣传部负责人到自来水公司传达了市政府常务会议的精神，“他说耿市长专门提到我们的事情，要求警察给我们立案，第二天我们去区政府，政法委书记还专门要求自来水公司照顾好我们的生活。”

　　“目前，太原市约有2万户安置不了的滞迁户，政府都将接手安置。凡是老百姓有上访的，我告诉房管局，要认真记录，了解拆迁难的原因。是开发商造成的，就找开发商算账，该付的钱要付。政府给老百姓买单，但不给开发商买单。”耿彦波这样表态。

　　太原的新图谱

　　“耿彦波先修路是对的，太原这么点人，交通却堵得不行了，这个月初迎泽大街出了事，整个城市就瘫痪了半天。”开出租的老王说道，对此太原人都深有同感。

　　“70%的人口聚集在中环路以内的城市区域，进出中心区人流是10年前的3倍。”太原市交通局局长郭治明表示，人口的过度集中，教育、医疗等优质社会资源集中在城区中心，是造成交通拥堵的根本原因。

　　与可以自由挥洒的大同相比，位于晋中盆地的太原实际上已经很难找到发展的空间。

　　耿彦波的眼光指向了南部，包括晋源新区、汾东新区在内的南部新区将被打造成为能与中心城区相抗衡的“反磁力中心”，人口容纳量为100万，希望就此把人口、就业和交通从中心城疏解出去，缓解中心城区的交通压力。

　　同时，以太原南扩为契机，原来一直在设想中的太原、榆次一体化进程也开始摆上议程。

　　上任一年，耿彦波的太原，还只是在起步，但太原的财力与大同相比，显然能够满足耿彦波更大的城建蓝图。

　　今年，太原市开工各类城市基础设施建设工程31项，为保证工程顺利建设，太原市共筹措资金184亿元。其中，财政资金54亿元，省级支持资金20亿元，融资110亿元。与此相对应的数字是，太原2013年上半年的财政收入数字为270亿元。

　　太原市财政局局长陈向阳介绍，审计部门最近已经对太原市建设资金进行了专项审计，目前太原市负债率、偿债率均处于合理范围，债务总体可控。

　　“按照计划经济的眼光看，城建是无底洞，按市场经济的眼光看，城市是个产业。”耿彦波说。
