郭有明，1956年12月生，湖北随州人。1978年2月至1982年1月，在当时的武汉水利电力学院(今已并入武汉大学)农田水利系农田水利工程专业学习；毕业后一直在水利系统工作，历任湖北省水利厅政治处主任、人事劳动处处长、副厅长等职。
2000年6月，水利背景出身的郭有明，调任三峡大坝所在地的湖北省宜昌市，任市委副书记；2003年7月，任宜昌市代市长；2004年2月，转正为市长。2008年2月，任市委书记。
2011年8月，郭有明擢升为湖北省副省长至今。在省政府的分工中，郭有明，基本仍然以水利系统工作为主，其负责国土资源、农业、农村、水利、防汛、林业、扶贫开发、南水北调、移民、三峡工程后续工作、农科教统筹等方面的工作。分管省国土资源厅、省水利厅、省农业厅、省林业厅、省扶贫办、省三峡办(省经协办)、省南水北调局、省移民局、省地矿局、省农垦局、省农科院；协管省气象局和油料所；联系长江水利委员会。
湖北政坛知情人士对21世纪经济报道记者表示，郭有明案发，与其在水利系统的工作有涉。水利事业，在湖北省地位特殊，除了有三峡工程、南水北调工程之外，湖北还有湖泊、河流等极为丰富的水域资源，湖北号称“千湖之省”，武汉也被誉为“百湖之市”。
另一位消息人士，则告诉本报记者，郭有明的案件，与此前中央巡视组移交的线索有关。
2013年上半年，中央下派第一批共10个巡视组。其中第二巡视组，从6月2日至7月23日，定点巡视湖北省。
9月23日，第二巡视组组长杜德印，在巡视情况反馈工作会上表示：湖北省“在党风廉政建设方面，存在个别领导干部以权谋私，一些基层单位和农村干部的腐败问题呈上升趋势。在执行中央八项规定和作风建设方面，少数领导干部存在片面的政绩观，在经济发展中不能很好地维护群众合法权益；有的地方和部门还存在‘文山会海’现象，有的超标准配车、超标准接待。在执行民主集中制和干部选拔任用方面，个别地方和部门违规突击提拔干部，竞争性选拔干部方法有待进一步完善。”
杜德印还着重指出，“巡视组还收到反映一些领导干部的问题线索，已按规定转中央纪委、中央组织部有关部门处理。”
值得注意的是，郭有明已是今年湖北省落马的第三位副省级官员。此前的2013年1月，时任湖北省人大常委会副主任、原湖北省委常委、政法委书记、公安厅厅长吴永文，被中央纪委立案调查。其妻当时也被协助调查。11月19日，湖北省原政协副主席、原农业厅厅长陈柏槐，亦被中央纪委带走调查。
应该指出的是，1995年-1997年，陈柏槐与郭有明曾在湖北省水利厅共事，并有约10个月的时间，同为该厅的副厅长。按照中央纪委监察室的分工，第八纪检监察室具体联系并负责湖北省的案件办理。
