郭有明现年57岁，担任湖北副省长仅一年4个月。郭有明最近一次出席公开活动是今年11月21日，也就是一周前，他赴武汉市民之家调研武汉农村综合产权交易所。
目前，湖北省政府门户网站上仍能在“政府领导”一栏中查阅到郭有明的简历。1982年至2000年6月，郭有明一直在湖北省水利系统工作；2000年6月，郭有明被调任宜昌市委副书记，并在11年后担任宜昌市委书记。湖北高配宜昌、襄阳两地书记，尽管郭有明早在2011年就当上了湖北省副省长，但其工作重心仍在宜昌。直到2012年7月，他才正式分管全省有关事务。
郭有明作为副省长分管国土资源、水利、农业、林业、扶贫办、三峡办(经协办)、南水北调局、移民局、地矿局、农垦局、农科院等部门；协管省气象局和油料所；联系长江水利委员会。
据一个由郭有明协管的部门负责人透露，他并不关心该部门的工作，提交的工作汇报亦从不见其批示，“让我们觉得很不受重视”。
湖北当地纪律监察部门有关知情人告诉《第一财经日报》，郭有明被查与其在宜昌工作期间的关系更大，与三峡全通事件亦有一定关联。
三峡全通曾是郭有明在宜昌担任主要领导期间的最大“政绩工程”。三峡全通总投资额达200亿元，是宜昌最大招商项目和湖北省第二大民企。但本报记者早前详细查阅其工商登记资料却发现，企业负责人盲目贪大、“虚胖”成瘾，加之地方行政职能部门监督不力，未能及时发现并纠正问题，最终酿成“全通停产悲剧”。
今年9月，中央第二巡视组组长杜德印称，已将湖北部分官员问题线索转交中纪委。据知情人士透露，郭有明被查，说明杜德印在代表巡视组作反馈时提到的“少数领导干部存在片面的政绩观”、“个别地方和部门违规突击提拔干部”是有所指向的。
