Ladies, gentlemen, friends:
This is my first visit to Eastern European countries after China's Prime Minister, first select Romania. Step on your beautiful land, have been immersed in the Romania people's friendly feelings for the Chinese people. Today, very glad to be invited to come to Romania the Parliament Palace to make a speech. This is said to be the world's largest Parliament building, there it was really magnificent. Friend of many members in this Chamber, long-term commitment to the Sino-Romanian friendship, on behalf of the Chinese Government and people to express my sincere thanks to you, to the great Romania people to extend my sincere greetings and best wishes!
More than 20 years ago, I led a Chinese delegation to visit your country. I had come to revisit today, your great changes and the new face was amazing. Especially in recent years Romania cope with international financial crisis and the impact of the debt problems in Europe, steady economic growth, social and political stability, people live and work, has become an important emerging markets in Europe, rise in the impact area and has won the "European Tiger" in the world. We are very pleased, believe Romania people will create a brighter future.
Romania has a long history, have difficult to even count the cultural heritage and monuments. Sino-Romanian relations have deep historical roots. First, enhance political mutual trust. Romania is a strategic country, as the focus of its foreign cooperation with each other. Increasing need to proceed from the long-term interests of the two countries to respect each other, take care of each other major concerns and expand converging interests. We should further promote exchanges between the two countries at all levels, including members of Parliament, AC, which is the basis for the development of our cooperation. Next year, China will import nearly 5,000 head of cattle from Romania, imports in the next 10 years will be gradually expanded. Also in agriculture, energy, telecommunications networks, PV, aviation, finance and other areas to strengthen exchanges and cooperation, joint construction of Sino-Romanian economic and technological parks. Romanian Government this year to facilitate Chinese entrepreneurs to Romania visa regime and the authorities of the two countries signed the memorandum of understanding on promoting mutual investment, will create favorable conditions for expansion of mutual investment.
Third, to create large project highlights. Large cooperation projects often play a lead in pragmatic cooperation between the two countries and role model. Romania has much of the infrastructure needed rehabilitation and construction, strength of Chinese infrastructure companies, experienced, advanced technical equipment, high performance, made in China can say that swept around the world. He worked in a number of areas, China has mastered advanced equipment manufacturing capacity. China to the world, with Romania and other countries cooperate to meet the needs of Romanian infrastructure, both sides can achieve a win-win-win situation. 尊敬的蓬塔总理阁下，
各位议员，
女士们，先生们，朋友们：
这是我担任中国政府总理后首次访问中东欧国家，首站选择罗马尼亚。一踏上贵国美丽的国土，就沉浸在罗马尼亚人民对中国人民的友好情谊中。今天，很高兴应邀来到罗马尼亚议会宫发表演讲。据说这是世界上最大的议会大厦，身临其境，确实感到气势恢弘。在座的很多议员朋友，长期致力于中罗友好事业，我代表中国政府和人民向大家表示衷心感谢，向伟大的罗马尼亚人民致以诚挚问候和良好祝愿！
20多年前，我曾率中国青年代表团访问贵国。今天故地重访，贵国的巨大变化和崭新面貌令人惊叹。尤其是近年来罗马尼亚妥善应对国际金融危机和欧债问题的冲击，经济平稳增长，社会政治稳定，人民安居乐业，已成为欧洲重要的新兴市场，地区和国际影响不断提升，赢得“欧洲之虎”的美誉。我们为此感到由衷高兴，相信罗马尼亚人民一定能够创造更加光明的未来。
罗马尼亚历史悠久，有着难以胜数的文化遗产和古迹。中罗关系也有着深厚的历史渊源。17世纪，贵国旅行家斯帕达鲁以他亲身经历撰写了著名的《中国漫记》一书，成为较早向西方系统介绍中国的欧洲使者。上世纪30－40年代，贵国医生扬库和柯列然夫妇不远万里投身于中国反法西斯斗争，他们救死扶伤、舍生忘死的英雄事迹被广为传颂。1949年，罗马尼亚成为最早与新中国建交的国家之一，中罗友谊由此广泛植根于两国人民心中。进入21世纪，两国关系发展进入新阶段，政治互信不断增强，经贸合作持续扩大，人文交流丰富多彩。中罗关系犹如一艘大船，从历史中驶来，经受各种风浪考验，正充满自信地奔向未来。这艘大船能够行得稳，走得远，靠的是精准的“舵”、鼓满的“帆”和坚实的“锚”。
——契合的发展战略是引领之“舵”。中国与罗马尼亚始终坚持相互尊重、平等相待，对彼此核心利益给予坚定支持，对自主选择的发展道路给予充分尊重。中国是世界上最大的发展中国家，罗马尼亚人口和面积都居中东欧国家第二位。罗马尼亚向东寻求合作，中国向西扩大开放，中罗相向而行，两国之间的共同利益不断扩大。
——深入的务实合作是驱动之“帆”。中罗同为具有潜力的新兴经济体，合作空间广阔。罗马尼亚资源丰富，劳动力素质高，工农业基础扎实。中国拥有大市场，也有比较先进的装备制造业、雄厚的基础设施建设力量和相对充足的资金。中罗经济优势互补，相得益彰。中国已成为罗马尼亚在亚洲最大的贸易伙伴，罗马尼亚则是中国与中东欧、欧洲合作的重要支点。中罗之间有着巨大的合作潜力，中国将同罗马尼亚继续深化务实合作，把成果和实惠带给两国人民。
——牢固的传统友谊是稳定之“锚”。中罗建交60多年来，两国始终友好相处，患难与共。上世纪50年代，罗马尼亚等中东欧国家的无私援助，为新中国早期工业化建设发挥了重要作用。1970年罗马尼亚遭受特大水灾，中国人民克服困难，拿出资金支持罗赈灾重建。中罗文化交流有声有色，《多瑙河之波》等罗马尼亚电影至今仍为中国百姓津津乐道，中国的《三国演义》等电视剧也为罗马尼亚人民喜爱。罗马尼亚有句谚语，“流水逝去，石头永驻”。中罗友谊经得起岁月的考验，根深叶茂，历久弥新。两国人民友好情谊跨越时空，为中罗关系持久发展奠定了深厚基础。
女士们，先生们！
当前，国际形势正经历深刻复杂变化，世界多极化深入发展，经济全球化加速推进，国家间利益融合不断扩大。发达经济体开始出现一些复苏的积极迹象，但一些新兴经济体又面临较大下行压力。应对危机，实现复苏，保障和改善民生，依然是各国面临的首要任务。扩大中罗合作，将促进中东欧乃至中欧经济发展。中方愿与罗方一道，携手并进，坚定向前，共同发展。为此，我提出以下建议：
第一，增进两国政治互信。中罗都是具有战略眼光的国家，都把与对方的合作作为本国外交重点。两国越来越需要从长远利益出发，相互尊重，照顾彼此重大关切，扩大双方利益汇合点。我们要进一步推动两国各层次包括议会、议员之间的往来交流，这些是我们合作发展的基础。这次发表的《联合声明》是中罗关系发展中的又一重要文件，就新形势下推进两国关系制定了全面规划，要加快推进实施。明年是中罗建交65周年，我们应以此为契机，开创两国关系新局面。
第二，挖掘务实合作潜力。当前两国合作意愿高涨，我们应抓住机遇，扩大双边贸易规模，提升产业合作水平。中方愿本着平等互利的原则发展对罗贸易，愿意进口更多罗马尼亚优质产品，缩小双方贸易失衡。这次两国检验检疫部门签署的两个议定书，将为罗农畜产品输华提供保障。明年，中方将从罗方进口近5000头牛，今后10年进口量将逐步扩大。双方还可以在农业种植、能源、电信网络、光伏、航空、金融等方面加强交流合作，联合建设中罗经济技术园区。罗政府今年制定的便利中国企业家来罗签证制度和两国主管部门间签署的促进相互投资谅解备忘录，都将为扩大相互投资创造良好条件。
第三，打造大型合作项目亮点。大型合作项目在两国务实合作中往往发挥带动和示范作用。罗马尼亚有许多基础设施需要改造和建设，中国基建企业实力雄厚、经验丰富，技术装备先进、性价比高，中国制造可以说风靡世界。经过努力，中国在一些领域已掌握先进的装备制造能力。中国装备走向世界，同罗马尼亚等国开展合作，适应罗基础设施的需要，双方可以实现互利共赢。这次中罗双方还商定成立核电、高铁等项目工作组，并已开展工作。中国政府支持本国企业与罗方开展基础设施建设合作，鼓励本国金融机构为双方合作项目提供融资，愿与罗方共同推动大项目合作尽快取得实质性进展。
第四，架设人文和民间交流桥梁。中罗虽远隔千山万水，但两国人民相知相亲，往来不绝。文化交流搭起心灵之桥，民间交往开通友谊之路。我们要把中罗文化、教育等人文领域的交流合作做大、做实，让文明互鉴的种子在两国人民心中生根发芽。中方将继续办好“中国文化节”、“欢乐春节”等品牌活动，也欢迎罗国家广播交响乐团再次来华演出。中方将对在罗孔子学院加大投入，满足罗人民学习汉语的需求。双方应积极落实互设文化中心协议及两国文化合作计划。中方将扩大为罗留学生提供政府奖学金名额，欢迎罗青年学生积极参与中国－中东欧国家合作框架下的“5000名奖学金计划”，让中罗友谊后继有人，代代相传。
今年中国经济与其他一些新兴市场国家一样，受到较大下行压力。我们坚持稳定政策，保持定力，既没有增加赤字，也没有增发票子，而是通过简政放权，激发市场活力，调动民间投资和消费的积极性，使中国经济在今年3季度以后稳中向好，现在继续向好前行。中国完全有把握实现全年经济增长7.5%左右等主要预期目标。不久前召开的中国共产党十八届三中全会，就全面深化改革作出重要部署，我们将进一步全面深化改革，继续扩大开放，让市场在资源配置中起决定性作用和更好发挥政府的作用，促进中国经济持续健康发展。这也将为中罗以及中国－中东欧国家合作带来新的机遇。
上个星期在北京举行的中国欧盟领导人会晤通过了《中欧合作2020战略规划》，中欧全方位合作即将踏上新征程。昨天，我与蓬塔总理共同出席了中国－中东欧国家领导人会晤，各方联合发表了《中国－中东欧国家合作布加勒斯特纲要》。我相信，中罗合作完全可以成为中国－中东欧国家合作的一面旗帜，中国与中东欧合作必将为中欧关系发展增添新的动力。
在座各位不仅是罗马尼亚也是中东欧地区的有识之士和业界精英，把中罗关系发扬光大是我们共同的历史使命。远航需要大船，也离不开东风。我们要登高望远，扎实努力，借中欧关系和中国与中东欧关系发展的东风，让中罗合作这条大船乘风破浪，扬帆远航！
