近日，一则关于“中国人民大学招生就业处处长蔡荣生被查”的消息现身网络，称蔡荣生持假护照从深圳闯关，欲赴加拿大被截获，其已交代招生等问题涉案金额达数亿元。此消息一经发出，即引来热议，不久后微博被删除。
昨天，中国人民大学新闻发言人回复，已从有关部门确认，原招生就业处处长蔡荣生因涉嫌违法违纪正接受调查，而中国人民大学原校办副主任王鹏则已成为新任招生就业处处长，于上周任命并开始主持工作。
一位知情人士透露，人大校内多名老师知道此事，其被抓原因可能是自主招生出现腐败，帮学生花钱进人大，而且涉案金额较大。

在蔡荣生潜逃消息曝光前，中国人民大学区域与城市经济研究所教授张可云就发表博客称，高校行政化背景下的自主招生是毒瘤。“两年多前我就认定，中国人民大学的自主招生肯定会出问题。”

他称，大概是五六天前，蔡荣生到深圳准备潜逃国外，在深圳海关被抓。“据我了解，现在该校被调查的还有其他人。”

曾获评“先进工作者”
蔡荣生，男，1965年4月出生，吉林长春人。1987年毕业于清华大学机械工程系，获工学学士学位；1992年毕业于中国人民大学贸易经济系，获经济学硕士学位；2002年毕业于中国人民大学商学院，获经济学博士学位；1987年至1989年长春一汽集团工作，任助理工程师；1992年至2003年中共中央台湾工作办公室、国务院台湾事务办公室工作，主要负责两岸经济交流与合作的组织、指导、管理、协调工作。在任招生就业处处长之前，曾任学生处处长、党委武装部部长。

为何招生易生腐败
教育专家认为，大学的腐败与社会的腐败本质上并无不同，都是因为权力缺乏监督所致。在招生过程中，有不少环节可能存在腐败空间。
内部指标不被公开
21世纪教育研究院副院长熊丙奇认为，本来在计划录取制度中，高校的机动名额对于调节各地的招生计划，是有一定的积极意义的，可是，不少高校却将其派上了做交易的用场。除用于点招外，还有的用来解决权势阶层子女的入学问题。现在，大学自主掌握的机动名额约为1%，但是如果不公开操作，就会出现花钱买指标的情况。每年招生季出现的所谓的能搞定“内部录取指标”，都是招生腐败的表现。
制度空间缺乏监管
熊丙奇称，虽然现在这种招生自主权不是充分的，但是全国已经有90所大学拥有自主招生的权力，比如学校给学生多少录取优惠，降多少分录取等，学校是有制度空间的，这个制度空间如果缺乏监督，就很可能在行政管理下滋生腐败。虽然教育部门要求大学自主招生的信息要进行公示，但实际上真正公示的学校不多。
保送加分暗箱操作
熊丙奇表示，从本质上说，这是政府部门主导的政策，即政府部门认可某些学生的保送资格、加分资格，获得保送生资格和加分资格之后，对内地所有高校基本上都有效。权势之所以能操作这些政策，正在于其这一特点，可以说，只要能搞定政府部门，就可以搞定保送生资格和加分资格，学校和具体的执行机构，不过是执行相关指令而已。近年来出现的保送生暗箱操作、加分腐败，其运作路径基本相同。

由专业招生委员会执行
中国教育科学院研究员储朝晖表示，之所以出现这样的招生腐败现象，主要还是因为目前的招生中存在灰色空间，同时也说明现在的高考招生改革势在必行。
储朝晖介绍，招生腐败的空间不同的学校差异很大，地方院校的权限相对较小，越是重点大学权限越大，包括自主招生、推荐、推优、指标投放等，都存在权力滥用的空间。他认为，在高考招生中，招生负责人应该是一个组织者，不应该拥有招生的权力，并且这种权力应该公开透明，接受监督。
储朝晖说，未来必须终结现有的行政主导的招生录取制度，实行完全的自主招生，由专业的招生委员会进行招生，才能真正解决这一问题。
须建立现代大学制度
熊丙奇则认为，现在不少大学的招生负责人的权势交易非常严重，主要是因为没有建立现代大学制度，不是由专业的招生委员会进行招生，而是行政领导主导学校的资源配置，招生负责人、校领导都有很大的权力。频繁发生的招生腐败现象主要就是因为现在大学是学校领导说了算，办学信息不公开、不透明。
他认为，必须建立现代大学制度，制约学校的行政权，比如校长取消行政级别，从政府任命变为公开民选，成立独立的招生委员会制订招生标准，行政部门必须透明地执行标准等，实现自主办学、学术自治、学生自治等。

巡视组曾发现自主招生问题
今年6月3日至8月29日，根据中央的统一部署，中央第十巡视组到中国人民大学开展巡视工作，并约谈了该校中层干部。据了解，在中央巡视组的两轮巡视中，中国人民大学是唯一一所大学。
9月26日，巡视组结束巡视后，向中国人民大学领导班子和在职校务委员会成员反馈了巡视情况。
巡视组组长陈际瓦在反馈时指出，巡视中干部职工反映的问题主要是：在党风廉政建设和反腐败方面，惩防体系建设特别是财务管理、领导干部薪酬管理、自主招生等方面存在薄弱环节；在执行中央“八项规定”和作风建设方面，出国管理不规范，公款吃喝、送礼现象依然存在；在执行民主集中制和干部选拔任用方面，一段时间里党委领导下的校长负责制贯彻不够到位，干部任用和管理不尽规范。
“巡视组还收到一些反映领导干部的问题线索，已按规定移交中央纪委、中央组织部和有关部门处理。”陈际瓦说。
