“‘黄牛党’们热炒专家挂号，五十元一张的热门专家号甚至可以炒到几百元，不仅使市民群众合法就医权益得不到保障，也扰乱了正常的医疗秩序。”长沙市公安局相关负责人介绍，为切实维护医疗机构正常秩序和市民群众的合法就医权益，该局于10月中旬在全市范围内部署开展整治医疗秩序、打击医院“黄牛党”专项行动，对各级各类医疗机构周边“黄牛党”进行严厉打击整治。
“我们调查发现，这些医院‘黄牛党’主要由三类人组成：一是社会无业人员，二是医院周边小旅馆从业人员，三是曾在医院工作过的临聘人员。”长沙市公安局内保支队相关负责人说，“黄牛党”主要活跃在门诊量大、专家优质资源比较集中、专家号源紧张的三级甲等医院，如湘雅医院、湘雅二医院和湖南中医药大学附一医院等。
经过细致的前期调查，内保支队牵头组织各辖区公安分局警力300余人次，先后三次在省会各大医院开展集中抓捕行动，同时派驻便衣民警在医院布控，对“黄牛党”露头就打。行动一个月以来，警方共抓获“黄牛党”15人，并依法对其中9人予以行政拘留。
同时，警方重拳打击影响医院治安秩序的其他违法犯罪行为，破获扒窃、盗窃、“医托”诈骗等案件13起，抢劫案1起，共抓获违法犯罪嫌疑人13名，其中刑事拘留5人。其中，岳麓公安分局银盆岭派出所经过缜密侦查，打掉一个以湘雅三医院就诊病人为作案对象的“医托”诈骗团伙，抓获8名诈骗违法犯罪嫌疑人。
“在依法打击医院‘黄牛党’的基础上，我们还将积极协调卫生行政部门指导医疗机构建立防范长效机制，如严格落实实名制、改进挂号方式等，从源头上预防非法贩卖医院专家号的行为。”市公安局相关负责人表示，对倒卖医院专家号的违法人员，警方将建立“黑名单”，对屡犯者依法严惩。同时，警方还将推进医院警务室建设，指导医院加强保卫措施，通过监控设施和便衣巡查及时发现和抓获“黄牛党”。
