根据陕西高院司法行政装备管理处的统计，目前全省法院系统约3000辆制式警车中，安装GPS系统的已达2680辆；未安装的警车中，大部分是属于已达到报废年限的车辆。

警车装GPS，说穿了就是不让警车和违法违纪沾边。这是陕西省法院系统高层早就想干的一件大事。
时光倒回4年前，彼时，已经执掌陕西高院多年的安东院长一直在思考“如何把警车管控好的良策”。
在安东看来，警车是国家权力的象征，它的使用有特定化时段和空间，只能用于公务，绝对不能随便使用。人民法院是公平正义的象征，法院系统的警车管理不好，造成的损失和危害更大、更严重。
而当时无法回避的现实是，个别法院的警车公车私用、私自改变用车方向、超速行驶、闯红灯，甚至酒后驾车、借下基层办案之名到旅游景区游玩等违规违纪问题时有发生，这类行为引起老百姓的极大反感，也让法院成为矛盾的焦点。
“当时，省法院内部一辆警车去贩烟草，被公安抓了。事后尽管发现司机是临时工，但给法院造成的不良影响还是太大了，让大家感到背上凉飕飕的。”现为陕西省委常委、省委政法委书记的安东回忆起当时警车管理改革的探路决策时，仍神情凝重。
“改革的目的就是要解决公车私用的问题，就是要在管理的规范化和科学化上做文章，要用科技手段帮助监管者盯住警车的活动范围，再配合相关的纪律处分条例作为处分依托，可以让那些公车私用的人感到如芒刺在背，直至杜绝违规违纪行为。”安东回忆说。
2010年上半年，缘于一次调研，时任陕西高院院长的安东提议，借鉴山东某基层公安原本主要用于应急指挥统一调度的GPS系统，用来对陕西省法院系统的警车发挥管控作用，这一动议获得全院高层的一致同意。
“如果当时各方面条件成熟，GPS系统早落实几个月，我们就不会有‘9月惨案’。”陕西高院司法行政装备管理处处长尹富民向时代周报记者感叹道。
2010年9月，陕南某法院一辆警车在公务外出中坠入悬崖，导致车辆严重受损，一名书记员和一名法官身亡；宝鸡某基层法院派出法庭庭长公车私用，送孩子到西安上学返回途中，造成车辆毁损、两名直系亲属身亡的惨剧。
两起重大伤亡事故，让陕西高院高层清醒地认识到，警车违规违纪、公车私用等腐败行为，不仅是一个关乎法院自身形象的问题，更是一个政治问题，一个事关司法机关执法基础的大问题。
根据陕西高院的决定，全省法院系统以“9月惨案”为契机，推行警车管理改革新政。
基层阻挠，高层强推
“在未推行警车安装GPS系统前，全省法院的公车管理已经不能适应基层工作的需要。”陕西高院司法行政装备管理处副处长王乐向时代周报记者坦言。
从2008年开始，陕西高院在全国法院系统率先开展“送法下乡”，深入争议发生地公开开庭审理案件，获得最高人民法院的肯定。为此，陕西基层法院也配置了大量车辆，但与之相适应的车辆管理配套措施并未来得及跟进。
2010年年初，陕西高院一次性为全省法院系统配发办案用车500辆，保证了全省每一个法院都有制式囚车，每一个派出基层法院都有办案用车。
面对“警车、公车越来越多，运行费用日益增加”的现实，在调查中，很多院长、庭长承认：公车在不少时间里存在“不务正业”，自己也不能完全掌握它们的实时用途。
作为一种自律方式，在陕西司法系统内，法院吃了第一只螃蟹—给所有警车装上GPS系统。从2011年5月开始，陕西高院司法行政装备管理处工作人员随同设备、技术供应商，兵分三路同时在陕北、关中、陕南组织安装GPS系统，系统的费用来自中省(中央和省份)财政转移支付资金。

而在一些基层法院的司机心目中，最惬意的也许就是开着警车“私奔”了。一些司机将公车私用形象地喻为“私奔”，所以“出事”也较多。据介绍，基层法院干部编制很少，警车司机大部分是临聘人员，工资待遇低，但开着警车自我感觉良好，才让一些人情愿留下来。
但装上了GPS系统后，受制于这套系统，警车特权功能不能发挥，不敢冒险“私奔”了，一些人觉得自己一下子成了弱势群体，有的司机干脆拍屁股辞职。
据尹富民介绍，个别基层法院逃避GPS安装监管的理由，多是找车辆要报废、马上要审验或需要更换车辆为借口。对此，陕西高院“见招拆招”，对于称“快要报废，不用安装”的车辆，要求地方法院即刻将警车牌照交回；再找借口拖延安装的，对其车辆不给予签字审验。凡有警车存在不安装GPS使用及管理的基层单位，将直接影响到今后的车辆更新及车辆配备。
陕西高院高层认识统一，态度坚决，以“强推硬逼”的姿态推行安装GPS系统，提出将警车管理纳入基层院长的年度目标责任考核中。其中最让人震动的是，还发生了有人为逃避GPS系统的全程监控，偷偷剪断了线路，殊不知这样会引来报警。也有人怕因违纪遭处分，给“黑匣子”上泼水，造成故意损坏等事件。但安装GPS系统的执行力按部就班，不容含糊。
历时3个月时间，从草案到最后实施，原本计划600万元实施的GPS系统安装方案，精打细算下来，最终花了470万元就基本完成了。
尽管陕西高院高层通过多种渠道向基层传递警车改革的坚定决心，但仍有300多辆警车安装GPS系统不到位。对此，尹富民表示，对未安装GPS系统的警车已要求限期补装，对已达到报废年限和已注册登记手续不全的车辆，正积极协调有关单位按规定及时报废并注销车辆信息。
“由于现实环境影响，警车全新的管理模式不可能完全一步到位，要经过复杂的过程。我想人们是会非常欢迎和支持这场改革的，这是一个人心所向的问题。如果很公正的话，改革的阻力可以忽略不计。”尹富民说。
“从安装GPS系统，到随后设置‘高压线’及执法观念大讨论等软硬手段，让上至庭长下至司机能集体形成共识，在短时间里习惯性地接受，对外是一种形象展示，对内是一种约束机制的改革，我认为这是政治文明的一大进步。”一位曾经调研过陕西高院警车管理改革的政法界人士如是说。
“财政减负，政治加分”
“这套系统很强大。”在陕西省高院采访时，多名工作人员都为GPS这套车载电子监控系统的威力所“折服”。
“你看，神木县法院的49台警车中，其中显示有蓝点标识的，表明在执行公务，其他的都‘趴’在法院的停车位待命。”在陕西高院司法行政装备处装备科办公室，工作人员罗静指着墙上的电子显示屏对时代周报记者说。罗静正一边盯着显示屏，一边通过电话执行巡查。
“基层作假都很难，安装运行初期，因为超速等违规原因，GPS系统报警得挺多，现在基本没有了。”电子屏幕上，罗静随机点击一下，对一辆基层法院的警车进行实时抽查，其实时定位立刻显示在屏幕上，行驶状态和线路与基层汇报的相吻合。
据介绍，根据事务和职能，作为陕西省法院系统共享的内务管理和服务系统，GPS警车管控系统目前按照省、市、县设置了三级管控平台。与此相配套，陕西高院主要负责检查督促，市县基层法院负责车辆的使用申报等日常管理。而警车使用过程中一旦违规，系统会在三个级别的平台同时报警，最基层一级在管理上无法弄虚作假，负责监控车辆的工作人员可以对违规车辆进行断电、断油处理。
但陕西高院司法行政装备管理处的工作人员向时代周报记者解释说，省高院目前实施远程“断油断电”，只是在国家法定节假日期间对全省法院所有警车定时开启，而且还要“提前发通知”。除非发现它停在旅游景区，否则日常贸然对违规警车采取“断油断电”，会造成交通事故和伤亡危险，一般不会使用。
尹富民认为，对警车安装GPS系统的改造核心，在于形成畅通的开放式信息发布机制，通过信息生产各环节的自律，形成优质信息的管控审核机制。
陕西省法院系统警车GPS管理系统平台运行近3年后，已逐渐挖掘出多种附加值。
“GPS的推行，是一场变革，也是‘公车办公’的革命，这场革命，使警车真正回归到‘公车要公用’的原始本位。”陕西高院办公室主任邓峰彬对时代周报记者说。
陕西高院院长阎庆文认为，GPS的使用，实际上是变滞后的制度管理为前置的源头管控，实质是通过以“车管人”的“倒逼机制”，实现警容警纪的彻底好转；以警容警纪的好转，实现后勤保障服务和司法审判与执行的“效率和质量”，最终实现司法为民的“公信与公正”。
统计显示，2010年陕西省法院系统车辆运行费为8614.2万元；2012年全省法院车辆运行费降为7308.68万元。相对照的是，2010年省法院机关车辆运行公里数为311.51万公里，而2012年同一指标降为283.44万公里。
“过去我们也有一些传统的管理方法，但对警车的管控，尤其是外出跑长途的，我们心里总觉得没底，现在警车管理的实时定位显示，让管理变得一目了然，还能实现灵活调度。”西安市中级人民法院(下称“西安中院”)司法行政装备管理处副处长张勇对时代周报记者表示，如监测有超速等行为引起系统报警，车管人员还可以及时提醒司机降速。
事实上，在陕西省高院推出警车GPS系统管理模式之前，西安中院也已经准备进行类似的尝试。
“当时我们想在警车和地方牌照的公车全部安装，想把全市两级法院的公车都管理起来，考察、论证做完了，准备要走政府采购程序了，刚好省院统一要求在警车上安装GPS系统。因为我们和省院两个系统不能实现对接，最后就统一按省院的方案安装了。”张勇说。
据介绍，西安中院每年审理的案件数量占全省1/3还要多，现有85台警用车辆，而全市两级法院在册警用车辆501台，业务用车量大，管理难度大。
西安中院宣传处处长孙健博向时代周报记者介绍，中院和基层法院的关系只是业务指导和审判监督，没有隶属关系，但只要基层的警车“出了事”，群众和社会都看成是和中院一起的事，所以就要把全市两级法院的警车统一管起来。作为陕西高院GPS警车管控系统中的一个市级管控平台，它的管理作用相当强。
据初步测算，GPS警车管控系统运行后，西安中院的案件数量、警用车辆数、车辆运行距离都增加了，但车辆运行费用反而略有下降。
“财政减负，政治加分。”有当地政府官员如此评价陕西高院的警车全新管理模式。
技术反腐+群众监督
“根据十八届三中全会对司法改革的要求，法院的人事权、财权隶属于地方，在这种情况下，上级财政转移支付还能依靠到什么程度？但与法院经费保障相关联的是，高效、节约的法院自身运行机制的建立迫在眉睫，而陕西高院的警车管理改革，事实上已拉开新一轮司法改革和管理创新的序幕。”前述调研过陕西高院警车管理改革的政法界人士说。
“这个系统尽管功能齐全，但还需要技术优化。”陕西高院一位管理人员对时代周报记者说。
在一些人看来，装在警车上的GPS系统，能帮助掌握警车的行踪，但似乎在杜绝公车私用、监督和惩处中仍有一些“死角”。
而2013年国庆节期间，陕西商州区法院4名工作人员在出差途中，驾驶警车在榆林佳县白云山景区游玩，被群众拍了照片贴在网上，给运行中的GPS系统存在问题作了一个注脚。
陕西高院司法行政装备管理处装备科科长李立告诉时代周报记者，下一步，计划将GPS系统平台与信息办公系统的内网平台进行互联互通。相互兼容的系统是获得线索的最好抓手，一旦全省法院系统的哪个警车出现违纪违规，自动甄别生成信息，并发出报警，再配合相关的纪律处分条例作为处分依托，让那些想要“公车私用”、“公车腐败”的人没有侥幸的空间。
“我们相信技术反腐的威力，但有时也会冤枉人。”一位西安市基层法院的工作人员对时代周报记者称，法院有时星期天办公，包括执行案子也免不了去往旅游景点，因此被人举报，“你说冤不冤？”现在，有时办公事，遇到可能去一些不大合适的地方，有的同志都不敢用警车，甚至开上自己的车去。
“这个平台是‘自己监督自己’的机制，要做好警车的管理，除了不能留下制度‘后门’，还需要让群众雪亮的眼睛来监督。毕竟，只有外部监督才是真正意义上的监督。”陕西高院一位部门负责人如是说。
