改线环评为何迟迟不通过？
中石化曾打算修改黄岛输油管线线路，但随后又决定不再更改此段线路，频繁地变更工程计划导致环评难以通过
漏油的东黄复线，始建于1986年。它的安全隐患曾多次亮起“红灯”。
随着黄岛整个城市化进程的加快，中石化部分输油管线所处地区已变为繁华地带，有的楼房甚至离管线的距离不足5米，而中石化已经意识到这些输油管线可能存在的危险。
一位中石化负责人曾在接受媒体采访时称，中石化早就准备对包括东黄复线在内的几条输油管道进行大搬家，而此项目正在进行环评公示。青岛环保局网站上亦公开发布了此次公示公告。
中石化这一努力本有可能成为避免这次爆炸的契机，但遗憾的是，该项目从2011年申请环评至今两年多，始终未动工。
一位国家环保部门人士称，此类环评未批复一般有两类原因，一类是施工单位因种种原因变更工程，导致环评拖后，这是施工方的原因。另一类原因则是环保部门认为环评报告有硬伤，反复让施工方提出整改意见，完善后再批示。
而中石化东黄复线的整治工程未通过环评主要是由于第一类原因——中石化在不断变更线路。

而环评未通过的另一个原因，上述环保部门人士透露，山东省环保厅认为环评中公众参与部分做得不到位，返回让中石化重新做，所以到现在还没受理。
这名人士表示，他们两年前就意识到问题了，但频繁改线，迟迟定不下来，也说明他们对问题认识的紧迫性和迫切性还不够。
另外，在他看来，即使这份环评真的通过了，也无法避免黄岛悲剧发生。“因为第二次工程变更中并没有涉及黄岛线路改线，而即使当时山东省环保厅批复了，按程序来说，一般也要到今年下半年才能受理，开工就得明年了。”
膨胀的化工区与不安全的社区
“昔日海景房，如今愁断肠”，随着化工区扩张，地下管道影响居住安全，居民纷纷外迁
此次爆炸后，当地的黄岛论坛上，“搬迁”成了网友探讨最多的话题。他们表示，“我们不想住在炸药包上。”
11月27日，沿斋堂岛街向南，一路都是爆炸波及的小区和地段，爆炸点(斋堂岛路和秦皇岛路交叉口)附近的居民楼已经清空，附近公寓的居民也搬出了小区。
在秦皇岛路南面，是刘公岛路，路南侧的农贸市场里，大部分摊位和门店均大门紧闭，市场冷清。
“有钱的居民早几年就搬出黄岛街道了，爆炸后，外面有办法的居民也搬出去了。”黄岛居民蒋先生说。
黄岛油库一位退休职工回忆，黄岛是一个因为油库逐渐发展壮大的小城。上世纪70年代建黄岛油库时，岛上只有5个村庄。
改革开放后，原后湾村靠海的田地开始建起商品房，成为黄岛最早的一批楼房，也是在上世纪八九十年代，陆续有岛外人买房搬进黄岛。
蒋先生就是1997年左右在“海景房”的吸引下，落户黄岛油港路的。但“昔日海景房，如今愁断肠”。蒋先生所住小区的路面，有通向四面八方的输油管线。它们都来自黄岛区不断膨胀的化工企业。
11月25日，记者在秦皇岛路和斋堂岛街交叉路口施工现场看到，与漏油的中石化输油管道并列的至少有6根其他输油管道，施工人员告诉记者，这些输油管道有丽东化工企业、周围的民营炼化企业。
黄岛雄心勃勃地打造石化区。2008年，青岛经济技术开发区管委会拟定《青岛市石化基地产业规划》，欲将黄岛部分区域规划为石化基地，丽东化工、民营炼化厂纷纷落户黄岛石化区。
黄杨说，丽东化工厂建设时，当地人不同意，长时间抗议过，但在政府的支持下仍然建成。丽东化工厂也曾发生化学物质泄漏事件，黄杨回忆，当时居民争相逃难的情形与此次爆炸类似。
老化工基地的安全隐患
中石化还准备在青岛新上一个百万吨乙烯项目，有专家表示，可能会增加管网的安全隐患
黄岛快速发展石化项目是青岛的一个缩影。
山东大学海洋学院副教授王亚民说，石油行业属于最赚钱的行业之一，这使得各个城市都在竞相争抢包括PX在内的项目。他表示，目前，不光是青岛，沿海的很多城市都有着过度发展包括石化在内工业的情况，“大连、天津、青岛、宁波、上海甚至厦门，各城市都在发展。”
青岛有老的化工基地，人才基础设施相对比较全，使得企业在考虑落户的时候有所倾向，“企业主要考虑怎么赚钱，地方政府考虑GDP，两者都很少考虑环境、安全等因素。”
王亚民说，近年来，青岛已经每年都出现严重的绿潮污染，而且其污染物在胶州湾不断扩散。
环保系统一名长期做环保调查的人士表示，石油行业是“来钱特别快”的行业，往往一个项目落地之后，可以给地方上很快带来几十个亿，甚至上百个亿的税收。
一位国家环保部门的人士告诉记者，此次爆炸事件需要反思的是，城市规划和石油产业布局规划。
事实上，在发生事故之前，中石化还准备在青岛市新上一个百万吨的乙烯项目。记者在官方网站找到一份《中石化青岛炼油化工有限责任公司百万吨级乙烯项目》的环评报告书简本，这个总投资上187.9亿元的项目本已处于最后审批阶段，只差环评审批。有专家表示，即使这个项目本身安全风险可控，但其势必带来更多的管网建设，可能会进一步增加管网的安全隐患。
如今，在青岛经济技术开发区范围内，南部海景房均价1.5万/㎡，开发区市中心商品房均价1万元/㎡。而在黄岛街道，东部海景房爆炸前也只有三四千元/㎡，爆炸后，蒋先生看到有房屋中介关门，“这里的二手房卖不出去了”。
很多黄岛居民现在惦记的是，如何快点搬出化工区。
