11月27日，中国石化集团公司召开视频会议，党组书记、董事长傅成玉在会上讲话，要求全体干部员工认真学习贯彻落实习近平总书记重要讲话精神，牢固树立“发展不能以牺牲人的生命为代价”的安全发展理念，进一步强化作风建设，严格落实安全生产责任制，加大责任追究力度，把总书记的每一项要求都落到实处，坚决遏制重特大事故发生，坚决扭转安全生产被动局面。

傅成玉要求，要提高思想认识，把认识统一到总书记重要讲话精神上来。我们有些领导干部认为中国石化多年来未发生重特大安全事故，就以为我们在安全上是高度重视的，思想认识上是到位的。此次“11·22”特别重大事故的发生，恰恰反映了我们对安全生产重要性认识不高、重视不够、制度不实、管理不到位，与中央的要求有很大差距。要认真领会习近平总书记“始终把人民群众安全放在第一位，牢固树立“发展不能以牺牲人的生命为代价”的安全发展理念，用“非常标准”来落实这个要求。同时要在思想上、认识上破除“在现在发展阶段付出生命代价不可避免”的论调，坚决实行安全事故“零容忍”和“一票否决”。
傅成玉要求，要进一步强化作风建设。“11·22”特别重大安全事故进一步反映出我们领导班子、领导干部中还存在作风不实的问题，安全生产上的形式主义、官僚主义问题还比较突出。各级领导干部要切实转变作风，正确处理好安全与生产、安全与效益的关系，解决好短期和长期的矛盾，坚决杜绝好人主义，严格要求，敢于碰硬，把安全生产落到实处。
傅成玉要求，要落实安全生产责任，加大责任追究力度。要建立最严格的安全生产制度，切实完善信息报告制度，明确事故发生后谁来报告、向谁报告；要建立健全事故应急机制，制定有针对性的预案，并进行演练，避免预案形同虚设。要抓好责任落实，按照“党政同责、一岗双责、齐抓共管”的要求，逐级分解责任，做到有岗必有责，把责任落实到岗位，落实到人头，建立起覆盖全员、全过程、全方位的最严格的安全生产责任体系。要落实最严格的安全监管责任，实行谁检查、谁签字、谁负责；要建立最严格的安全生产问责制，突出对领导干部责任的认定和追究，重大事故要实行“一票否决”。
傅成玉强调，要采取非常措施，打好安全生产保卫战。各级领导干部必须坚守岗位，严格执行请销假制度和特殊时期领导干部值班制度，党政主要领导要结合实际、亲自布置、亲自督促、亲自检查，务必做到心中有数，确保不折不扣落实好党组的工作部署，集中精力抓好隐患排查和治理工作。要进一步建立健全机关和企业的工作报告制度、专人值班制度，对安全事故隐患报告，主管领导要一盯到底，全程负责。
李春光要求，一要全面开展安全生产大检查，深入排查治理事故隐患。油田板块要重点检查井控安全管理制度落实和油田企业的管线安全运行管理情况，炼化板块要重点检查装置检维修的安全监督管理情况，销售板块要重点检查油库、码头、管道安全运行和管理情况，天然气分公司要对管道安全运行进行全面检查，同时要对承包商管理进行全面检查。二要加强应急管理，切实提高突发事件应对能力。要在全面梳理、认真检视已有应急预案的基础上，按照“切实可行、实战管用”的要求修订完善，增强预案的针对性和时效性；同时要有针对性地加强应急预案的演练，检验预案的可行性、有效性和可操作性。三要开展管网隐患排查，严防管道泄漏爆炸风险。各企业要按照集团公司《关于开展管网隐患排查的紧急通知》的要求，深入查、细致查，全面覆盖、不留盲点，编写详细的隐患排查情况报告，建立和完善管网的档案记录。四要加强排水排污系统风险隐患的排查整改。各企业要严密排查排水系统与生产物料储运设施、厂区生活污水、废水管道、厂外市政污水管道及其他市政隐蔽工程的联系，做好风险识别，同时要加大隐患整改力度，完善应急预案。五要加强安全防护距离相关隐患的排查、处置和报告。要正视现实，不避、不躲、不绕，对照标准，认真排查，摸清底数；要及时向地方政府正式报告，与地方政府商讨解决方案。六要抓紧健全完善QHSE事故报告制度。
