十八届三中全会之后，地方高层调整也密集展开，西藏自治区26日任命两位副主席，迄今已有6省份党政高层进行了调整。
西藏自治区新任命两副主席
西藏自治区人大常委会第七次会议26日通过任免名单，决定任命何文浩、曾万明为自治区副主席。
49岁的曾万明为四川成都市新都人，1980年参加工作以来，从新都县氨水车辆检查站做起，31年来，曾担任新都县体改委主任、副县长、县委常委；彭州市委副书记、副市长、市长、大邑县委书记等职务。2005年5月起，担任成都市副市长；2007年12月~2008年5月，任成都市委常委、副市长。
2008年“5·12”汶川特大地震后的第14天，曾万明“临危受命”，调任绵阳并随后出任绵阳市委副书记、代市长、市长。彼时作为受灾最严重的地区之一，绵阳的灾后重建工作任务繁重。
2011年底，带领绵阳逐渐“从悲壮走向豪迈”的曾万明调至四川另一个地级市内江市担任市委书记。此次进藏担任西藏自治区副主席，曾万明也由此进入省部级干部行列。
另一位副主席何文浩在调任西藏前曾任宁夏自治区政府副秘书长，自治区国家安全厅厅长、机关党委书记。
值得注意的是，近些年来，曾在西藏工作过的中央政治局委员兼广东省委书记胡春华、中央政治局委员兼北京市委书记郭金龙、十二届全国政协副主席兼秘书长张庆黎等纷纷晋升至高位。因此将内陆一些优秀的年轻干部调任西藏锻炼，也是目前培养干部的一个重要途径。
调整还将继续
加上西藏在内，在十八届三中全会之后，已至少有六省份高层人事进行了调整。
在浙江，人事调整可谓“环环相扣”。近日，清华大学党委书记胡和平接替“大V”蔡奇，担任浙江省委常委、组织部部长。随后蔡奇则接替龚正，担任浙江省委常委、常务副省长职务。此前10月，龚正接替调任中宣部副部长的黄坤明，担任杭州市委书记职务。调走的黄坤明和调入的胡和平均为本届中央候补委员。
蔡奇和黄坤明均是福建人。1999年，中组部在全国范围内确定了一批年轻干部进行跨省异地交流任职。时任福建省龙岩市市长的黄坤明被选中与时任浙江省湖州市市长袁荣祥对调。福建另一位干部、三明市市长蔡奇则被选中与时任浙江省衢州市市长叶继革对调。2007年，黄坤明和蔡奇均进入到浙江副省级领导行列。
重庆方面，重庆市委常委、市委秘书长吴政隆不再兼任万州区委书记职务，重庆市委常委徐海荣兼任万州区委书记一职。重庆江北区委书记燕平接替徐海荣，任中共重庆市委常委、宣传部部长。
在广东，工信部副部长马兴瑞近日接替今年1月已当选为广东省政协主席的朱明国，担任广东省委副书记。至此，广东党政领导班子已配备3名十八届中央委员，即兼任省委书记的中央政治局委员胡春华、省长朱小丹以及此次履新的马兴瑞。
这一配备也与重庆非常相似，目前重庆市的党政领导班子也是三名中央委员，即兼任市委书记的中央政治局委员孙政才、重庆市市长黄奇帆以及今年4月到任的市委副书记张国清。马兴瑞与张国清均出身于军工央企。2002年11月，时任中国航天科技集团公司总经理马兴瑞与中国兵器工业集团公司总经理张国清均当选十八届中央委员。
在上海，中纪委常委、审计署副审计长侯凯接替杨晓渡担任上海市委常委、市纪委书记。51岁的侯凯是中央巡视组组长名单中唯一的“60后”官员，也是目前唯一以中纪委常委身份出任的巡视组组长。
此外，近期甘肃省委常委、常务副省长刘永富调任国务院扶贫办党组书记、主任一职。其留下的空缺料将有新的人选接任。
