  [中国国际广播电台记者]在现实当中,由于一些问题的出现会造成越级上访,但是问题的最终解决还是要回到当地。如何避免越级上访或者是重复上访的问题出现?对于及时就地解决群众的合理诉求,都有哪些具体的机制安排?将采取哪些措施来畅通信访的渠道?同时保护上访者合法的权益?


  [李皋]你提的这个问题其实刚才张局长已经讲到了,你提到了信访工作的核心问题:及时、就地解决问题。现在的重复访、越级访在很大程度上是因为及时就地解决不够所产生的,所以我们觉得及时就地解决群众的合理诉求是信访工作的出发点和着力点,也是解决重复访、越级上访的重要工作基础。在这方面,多年以来我们各级各部门一直是朝这个方向努力的,有今天这个局面,付出了很大的努力和心血。但是,在现实中确实有你刚才提到的这样一种情况,往上走、来回访,然后回到地方解决,怎么办?我们想关键是抓好四个方面,也是下一步要着力的四个方面:


  第一、要重视群众第一次来访和第一次来信的处理,要尽可能把信访问题解决在当地,解决在第一时间。我们知道,很多问题,特别是信访问题是绕不开、拖不起的,迟早要解决,晚解决不如早解决;初访不解决就变成了重访,当地不解决就变成了越级访。这是关键的一招。


  第二、在市、县两级要普遍建立责任部门联合接待群众的方式,减少群众在不同部门之间的来回奔波、扯皮、推诿。部门一起来,一个部门的事情一个部门解决,两个部门的问题协商解决,多个部门的问题协调解决,提高效率。


   第三、抓好以市、县为重点的领导干部接访下访,有针对性地解决当地存在的信访突出问题,化解矛盾。“老大难、老大难,老大出面就不难”,老大出面解决老大难问题。同时在这个过程中能够检验我们的执政得失,了解群众的所思所愿,完善和改进我们的工作,提高决策的民主和科学,从源头上减少问题的发生。
