　　[李皋]这类问题的原因非常复杂，不是一个方面的原因，要解决这个问题需要社会各有关方面共同做好工作。具体到信访部门做什么，信访部门能做的两件事：一是认真接待受理和处理好群众反映的诉求，化解社会矛盾，减少矛盾隐患，这是我们能做的。二是在工作过程中，我们注意观察或者了解上访群众的不正常或者过激的言论、行为，掌握这些信息，及时地向有关部门通报，同时做好疏导教育工作。信访部门能做的就是这两件事。
