  中新网11月28日电 据教育部网站消息,日前,教育部副部长李卫红在《中国教育报》发表署名文章《依法推行汉语拼音方案 为全面建成小康社会发挥更大作用》。李卫红表示,汉语拼音推行55年来取得了丰硕的成果,已经成为识读汉字、学习普通话、培养和提高阅读及写作能力的重要工具,要进一步依法加大《汉语拼音方案》的推行力度,提高应用的规范化水平。


  李卫红表示,要加强汉语拼音教学。要坚决贯彻执行《国家通用语言文字法》关于“初等教育应当进行汉语拼音教学”的规定,保证受教育者掌握好汉语拼音,并能够应用到语文学习、信息检索和处理的各个方面,加强师资培训和督导检查。要积极探讨将汉语拼音纳入国民终身教育体系的方法与途径,惠及在初等教育阶段未能接受汉语拼音教学的老年人群;还要大力推动针对不同国家、地区和语种的对外汉语教学,充分发挥汉语拼音在汉语教学中的作用。


  李卫红指出,要努力扩大汉语拼音的使用范围。要在已有成绩的基础上,认真思考如何使《汉语拼音方案》进一步为“信息化”、“国际化”服务,如何为传播中华文化助力。要充分发挥汉语拼音在各外文语种中能够准确、便捷地表达中国特有的事物、概念和理念的功能,期待在对外交流中直接使用汉语拼音拼写“孔子”、“西藏”、“普通话”等中国人名、地名和特有概念,期待“福娃”、“海宝”、“嫦娥”等类似语词在对外交流中使用汉语拼音拼写的情形越来越多,更期待RMB(人民币)等汉语拼音缩写形式日益通行于国际场合,通过汉语拼音切实提升中华文化的影响力。同时,要认识到已经在全球较大范围内通行的全球性、洲际性和国际性语言属于全人类所共有,因此要主动通过汉语拼音丰富这些语言的表达方式,与世界各国、各民族人民一起共同创造属于全人类的文化财富。


  李卫红强调,要加强依法管理。各级政府及其相关部门要全面实施推行《汉语拼音方案》的语言文字政策,遵守国家有关法律法规和规范标准,积极推行和使用汉语拼音。要坚持将《汉语拼音方案》作为中国人名、地名和中文文献罗马字母拼写法的统一规范,采取有效措施加强监督检查,纠正应用中的不规范现象;要逐步提高中文信息处理、社会公共服务等各领域使用汉语拼音的规范化程度。
