而作为全国假日办首批指定上线调查问卷的某网站内部人士向记者透露，此次调查问卷将一共上线5天，到12月1日24点截止，最终各家网站汇总数据后，得票数最多的方案便作为2014年法定节假日调休安排方案执行。
对此，记者昨天致电国家旅游局核实，国家旅游局新闻处相关负责人表示，目前只是指定各家网站上线调查问卷，至于最终是否以得票数最多方案作为明年放假安排执行还不确定，需要等汇总完数据并研究后再向社会公布最终方案。据了解，以往每年的放假安排都是在上一年12月中上旬公布。

北京第二外国语学院旅游发展研究院副院长王富德表示，错峰放假主要的说法有两种，其一是除国庆、春节外，由各个省政府制定第三个长假，以此错开旅游时间。其二是针对某一个长假在时间上错开。这些错峰放假的设想表面上看挺好，但实际操作问题很多。
首先法定节假日的放假安排都必须由国务院来定，不太可能把制定具体放假方案的权力下放给各地。各地错峰放假会严重影响到正常的经济交流，各单位的正常工作秩序也将被打乱。此外，很多节日是蕴含传统意义的，错峰的话对文化传承也有影响，所以错峰休假只能说是“纸上谈兵”。

对于民众呼声很高的“增加法定假日总天数”，北京大学旅游研究与规划中心主任吴必虎表示，根据中国目前的经济发展形势，已经可以适当增加11天这个全年国家法定节假日基数了。原先我国是以第二产业为主，那时放假过多会出现劳动力供应不足的现象。但目前我国第三产业所占GDP比重已经超过第二产业，在一个以服务业为主的时代，如果把全年国家法定节假日总天数增长到15天甚至20天，就可以避免调休的尴尬，同时也能增加新的假期。而刘思敏告诉记者，1993年变大小周末全年增加26天节假日，1995年改双休日又增加26天，1999年再增3天形成五一黄金周，2008年增加1天废五一黄金周增小长假，这20年时间就增加了56个节假日天数，以当下的经济运行情况，增加2-6个法定节假日天数完全不成问题。

增加放假天数有利有弊
邹统钎认为，增加放假总天数会提升民众幸福指数，也有可能缓解目前景区、交通在黄金周期间的压力，但是到底增加多少天还有待研究，如果增加过多的话，对于一些劳动密集型行业会有不小冲击，比如制造业、快消业、医院等。同时，像一些中小型的私企，长时间没有员工可用，甚至会面临倒闭关门的风险。刘思敏也表示，国家法定放假天数总量肯定会有一个极限，如果真的需要一个衡量标准的话，不妨看一下《劳动法》，那里面规定至少有5天带薪年假，而且是1995年提出的，目前这个制度并没有落实好，但当时都能这样提出，现在只要把增加的法定放假天数控制在5天左右，就不会影响太大。

放假总天数应不会改变
此次3个放假方案由于都没有增加放假总天数遭到网友吐槽。对此，刘思敏告诉记者，全国法定假日安排是由全国假日办向国务院提出申请，然后国家发改委以及相关部门做大量调研后，最终由国务院来批准。而网络调查分析并不是法定程序，以往要想调整放假总天数都需做出非常严谨的调研才能决定，调查手段要丰富，样本量要足够大，抽样调查人群必须合理。此次只涉及网络，这很难反映到真实民意，“电话、家访、网络、报纸等调查手段这次都没有用到”，因此从侧面也折射出明年的放假方案依旧不会增加放假总天数。

莫让“三选一”变“三缺一”
三方案调查迅速成为昨天最热门话题，在多个网站上网民投票超10万。网民投票结果较为一致，支持率最高的是C方案，其次是A和B。
然而网民更多的反馈是“哪个都不合理”。“A、B方案，硬生生地把国庆7天长假取消了，以后我们找什么时间出门旅游呢？”“大家选得最多的C方案，和目前的放假安排基本没有区别，还可能少一个小长假。”不少网民认为这样的方案实际上是倒退了。
在之前进行的问卷调查中，恢复“五一”长假曾是不少网友的心愿，一些专家也建议恢复“五一”长假来分担另外两个“黄金周”的压力。但在这三套调整方案中，长假不增反减成为最明显的特征。不仅“五一”长假了无踪影，“十一”长假也在A和B两套方案中分别被缩短至3天和5天，仅有春节“黄金周”在三套方案中均幸免被调整。
规则更加细化，弹性略有增加，各套方案都在尽力避免因调休而导致的混乱模式再度出现。但如此调整也会带来新问题，例如不调休可能会导致“单蹦”节日增多，反而使时间安排更零碎。并且，在B、C两套方案中依然存在挪假“风险”，“混乱时间模式”未从根本上被杜绝。
一套成熟的节假日调休方案不应简单以“三选一”的方式来定夺，而应以科学的调查将三种方案中的优势“强强联合”，从而形成最优方案。我们期待将民意融入最终方案之中，而不要让“三选一”变成“三缺一”。
