书记、副市长双双被调查
2013年11月17日上午，宣布四川省委决定的雅安市干部会议上，徐孟加本人未出席，但四川省省长魏宏与会。
两天后的11月19日，雅安市人大常委会，召开三届人大常委会第十五次会议，任命兰开驰为雅安市副市长。
多位不同渠道的消息源透露，徐孟加已被四川省纪检部门调查，同时被调查的还有雅安市市委常委、常务副市长蒲忠。
11月24日，一位中共雅安市委常委对21世纪经济报道记者表示，蒲忠的常委及常务副市长职务，目前没有被免去；只不过他原在雅安市政府分管的工作，如“4·20”芦山地震等灾后重建，已由新任的副市长兰开驰接替。这位官员当时还称，上级部门也还没有通报徐孟加、蒲忠是否违纪等情况。
徐孟加生于1957年8月，籍贯四川宜宾。在青海大学毕业后投入军伍，至1986年1月，转业至当时的四川省农牧厅。1997年1月，徐孟加升任四川省水产局，任局长，官拜副厅级。2000年12月至2005年7月，转任四川省攀枝花市委副书记。
2005年7月，徐孟加调至雅安市，任副书记，一个月后代理市长，2006年2月，任市长。四个月后，又任雅安市委书记，直至2013年11月，执掌这座川西重镇达7年又5个月。
蒲忠，生于1969年10月，曾在雅安市雨城区任区委副书记、区长、区委书记等职。2010年2月，升任雅安市副市长；2011年6月起，任雅安市委常委、副市长；2013年4月至今，任雅安市委常委，雅安市政府常务副市长。
举报者曾被调查
有熟知雅安政界的人士告诉21世纪经济报道记者，徐孟加的举报者包括曾任雅安市政府副秘书长的官员，“举报者不止一个”。
但是，上述官员举报后也曾被雅安市纪检部门进行调查。调查耗时约一年。
“2008年，对徐孟加的举报曾达到一个高峰，结果后来遇到5·12汶川地震，此事遂被淡化；2013年年初，对徐的举报，又达到一个高峰，结果又遇到了4·20芦山地震。”上述人士称。
2013年“4·20”雅安芦山地震，徐孟加因为在与央视连线介绍灾情时，官方套话较多，被央视主持人当场打断，一度引起坊间热议。
地震后，网络中关于徐孟加涉嫌贪腐的传闻，再次大量出现。4月29日晚间，雅安市人民政府新闻办公室发布通告称，“经有关部门查实关于徐孟加‘腐败’的传闻是个别别有用心人士无中生有、捏造事实而成。”
2013年11月17日，徐孟加被免职。
受下属牵连
接近四川省纪检部门的消息源则告诉21世纪经济报道记者，徐孟加、蒲忠的被调查，与雅安市荥经县县委书记蔡中落马亦有关联。
蔡中是四川省巴中市南江人。1990年7月至2002年9月，在四川省水产局任职。1997年1月至2000年12月徐孟加出任四川省水产局局长时，蔡中即为徐的老部下，且“交往较为密切”。
蔡中在2002年9月后，调任雅安市雨城区，任副区长，至2006年7月。2005年，徐孟加转仕雅安；2006年6月，即出任雅安市委书记。
2006年7月，蔡兼任雅安市区委宣传部长；8月，任雨城区委常委、宣传部长；10月，转任雨城区委常委、纪委书记。2008年1月，又升至雅安市荥经县，任县长；2011年10月，任荥经县委书记。
在蔡中任职雨城区期间，蒲忠也历任该区代理区长、区长和区委书记等职，是蔡中的“顶头上司”。
2013年9月，四川省纪委宣布，根据群众举报，对荥经县违规购买别墅用于县级机关办公的问题进行初步调查。经查，2012年7月，蔡中提议并决定由荥经县国资公司以每套360万元的价格购买某房地产公司的10套别墅，经装修后用于荥经县13个部门办公。另外，蔡中还涉嫌其他严重违纪问题。
