2013 continental ranking of best cities at county level

　　28日，福布斯中文版第五次发布2013年中国大陆最佳县级城市排行榜，江苏昆山荣登榜首实现“五连冠”，江阴、常熟、张家港分列二至四位，江苏包揽前四强。

　　榜单显示，入选的县级城市集中在经济发达的长三角、珠三角、环渤海地区，江苏、浙江、山东同时有八个县级市入选。而江苏和浙江几乎囊括最佳县级市的前十名，除前四名外，江苏还有太仓市、宜兴市进入前十，分列第六和第九位。海门和丹阳也进入最佳县级市榜，位列十二和十七位。综合前四年的榜单来看，历年在榜单上排名靠前的吴江市由于并入苏州市辖区，今年不在榜单之列。

　　县级城市的规模较小、本身不是交通物流枢纽，但发达的县级城市消费能力较强、民营经济活跃、创新能力较强、同时随着对人才吸引力的增加，人才指数得到一定改善。很多县级市的排名超过老牌城市甚至中西部的省会城市，成为了“小而美”的代表。如昆山在总榜单中排名40位，已经超过了东北长春、哈尔滨这些省会城市，而江阴、常熟也进入前50名，把一些省会城市及传统工业重镇排名抛到了后面。

　　福布斯评价：县级城市发展的能级不断突破现有的行政区划限制，顺应经济与社会发展的规律这是东部城市化取得进展的一个重要原因，也应该成为未来城市发展的方向。(施忆)
