这也是南航自2006年和2010年两次腐败案发之后，再一次陷入群体性腐败案件之中。
一起典型的“窝案”
“南航此次一共有十名左右员工被带走调查。”一位接近南航的人士11月28日向本报记者透露，“目前被调查的员工中级别最高的两人便是营销委常务副主任秦国辉和副主任余思友。”
有多方面消息证实，余思友案涉及多人，是一起典型的“窝案”。而秦国辉则是与在地方分公司任职时的问题有关。两人均在南航任职多年，临近退休年龄。
记者11月28日向南航党委工作部相关人士求证此事，但对方均表示尚未听说此事，需要进一步核实。
本报记者掌握的资料显示，秦国辉在南航曾先后担任北京营业部副总经理、客舱部副总经理、南航北方分公司副总经理之职，并在2009年开始担任南航吉林分公司总经理一职，并在2012年调回总部营销委出任常务副主任一职。

南航为国内航空公司中信息化建设较早并较为成熟的企业，特别是在电子商务方面较为突出。根据本报记者了解到的信息表明，此次被调查的南航员工中，有多人为南航电子商务公司员工。
值得注意的是，营销委是南航总部核心部门，根据南航官方公布的部门架构显示，该部门下辖运力网络、市场销售、市场研究以及结算等部门，直接负责运力、销售、市场等重要部门，在公司内部架构中有着极为特殊的地位，也拥有较大的权力。在2010年航线审批腐败案中，营销委运力网络部副总经理江晓中及前任总经理均有涉案。
据一位了解案情的人士透露，此次案件涉及金额可能高达数千万，涉案人员主要手法是在机票销售过程中通过一定的手段谋取利益。
揭开隐秘财路
“其实作案手法并不复杂，但需要内部多个环节互相配合。”一位接近南航的人士对本报记者透露，“南航在2010年推出高端经济舱产品(W舱)，其售价为经济舱的全价，但在航班淡季这个价格显然不利于销售，因此W舱便设立了可以与经济舱机票折扣联动销售的子舱位Z舱，实际上等于开放了W舱折扣销售的权限。”
“因为航班通常采取远期价格低近期价格高的销售策略，如果远期Z舱销售价格为四折，那么参与此事的内部员工便可以在这个价位上提前出一部分机票(航空公司内部称为OPEN票)，待到近期票价收高折扣降低甚至全价时，以略低于系统公开价格将之前已经出票的折扣票以高价位卖出，从中赚取差价，”前述人士表示，“如果四折出票，以八折价格出售，一张票可以赚到40个点的收入，南航这么大的航班量，如果长期采用这种方式操作确实可以从中获取相当高的利益。”
据另一位对案情有一定了解的人士透露，目前从所掌握的情况看是余思友牵头，串通包括电子商务公司的一批人操作了此事。
“此事牵涉人数众多，手段也难说高明，却能持续相当长时间，只能说公司内部管理存在问题。”前述人士表示。
“问题并不止是南航”
南航虽然身为国内机队规模最大，航线网络最广的航空公司，但其近年来在战略转型上难说成功，却屡屡落入了反腐风暴的漩涡中心。
早在2006年便因“委托理财”引出内部贪腐大案，并牵出时任集团总经理、副总经理以及财务部经理一干人等，贪腐金额高达五千多万，涉及金额数十亿元的重大案件。
而2010年因航线审批中的利益输送而引发包括总工程师在内的多名高管被捕，一时间成为当年民航反腐最为重大的案件，其影响时至今日仍未完全消除。
“诸多迹象表明，民航业存在的问题并不止是南航，如果彻查还会有更多问题暴露出来。”一位消息人士在11月28日接受本报记者采访时表示。
但从目前看来，连番爆发的贪腐事件对南航已经产生了不利的影响，也使得其近年试图转型的战略在本已相当艰难的状况下更显艰险。
南航2013年的半年报显示，其上半年归属于上市公司股东的净利润为3.02亿元，同比大幅下滑32.74%。数据显示，这已经是南航连续第三年利润下滑。
“这些事情集中在南航发生，一方面有其内部管理方面的问题，但很多腐败案件案发都不仅仅是单纯案件本身诱发的原因，其背后深层次的动机往往较为复杂，但贪腐事件本身确实应该彻查，不仅仅是南航的，还包括整个行业的。”前述消息人士如是说。(本文来源：华夏时报)
