  新京报讯 12月1日起,北京机场大巴将改变目前的16元单一票价,实行计程票价,基准票价率为0.6元/人/公里。不过此次调价设立了上限,并非完全按照公里数乘以票价率,其中最低票价为15元/人次,最高票价为24元/人次。


  票价调整设立最高上限


  目前,北京共有2家机场巴士运营公司,分别为北京民航安乐出租汽车有限责任公司和北京民航通力航空服务公司,机场巴士运营线路现有14条(含两条夜航线)。无论远近,机场大巴费用统一为16元。


  北京市发改委表示,此次机场大巴票制票价的调整,将由以往的政府制定具体票价水平,调整为对“票价率”进行政府指导价管理。所谓的“票价率”,即为平均每人次收入与平均每运次行驶里程的比值,是结合机场巴士全年的运营收入、客流量、行驶里程、运营次数等4个因素综合算出。


  经测算,机场大巴基准票价率定为0.6元/人/公里。目前北京机场大巴运营线路较长,75%的线路运营里程超过35公里,最长达56公里,如果按0.6元/人/公里的票价率,机场大巴最高票价应为33.6元。


  不过此次票价调整设立了最高上限,并非完全按照公里数乘以票价率。其中最低票价为15元/人次,最高票价为24元/人次。具体来说,20公里以内票价为15元/人次,20公里后每5公里加价3元,35公里以上票价不再进行累加,均为24元。


  基准票价率最高可上浮20%


  市发改委表示,考虑今后企业增加线路、缩短发车时间、提高服务质量等带来的成本增长、油价及客流变化等因素,给予票价率上浮20%、下浮不限的价格浮动幅度。


  如果上浮20%,即票价率达到0.72元/人/公里,按最远56公里路程算,机场大巴最高票价将达40元。


  不过市发改委同时表示,为保持票价相对稳定,各线路票价调整原则上每年不超过一次。这意味着至少到2014年12月1日前,机场大巴最高票价依然为24元/人次。


  ■ 追问


  机场大巴为何调价?


  市发改委表示,北京机场大巴的价格还是1996年制定的,实行单一票制,每人次16元,17年未作调整。近年来,由于燃油等成本快速增长,道路拥堵状况加剧,企业运营成本大幅增加,经营发展困难,其服务能力已不能满足航空旅客出行需求。


  根据经审计的企业财务数据测算,目前企业人次运营成本已达18.8元,高于现在16元价格2.8元。


  也就是说,每拉一个人,成本就要亏损2.8元,机场大巴运营累计亏损7700万元。


  调价为何没有听证?


  市发改委解释说,按照北京价格听证目录,机场巴士票价调整不属于价格听证事项。同时,考虑机场巴士票价调整主要涉及航空旅客,人群相对固定,发改委曾委托北京中观经济调查有限公司于今年8月19日至8月23日,对1631名乘坐过机场巴士的乘客进行问卷调查,并召开座谈会听取机场巴士运营企业以及一线员工的意见建议。


  调查结果显示,73.15%的乘客可接受25元/人次以内的票价水平。


  乘客支出增加多少?


  市发改委表示,根据测算,此次调价后,各线路平均票价约21元/人次,乘客每乘次支出有升有降,平均增加支出约5元。


  其中,约有11%的乘客次均减少支出1元(15元/运次),22%的乘客次均增支2元(18元/运次),31%的乘客次均增支5元(21元/运次),36%的乘客次均增支8元(24元/运次)。


  ■ 服务


  大巴发车时间将缩短一半


  到2016年机场巴士线路将增至28条,基本实现24小时运营


  新京报讯 机场巴士调价的同时,其服务质量也将相应提升。记者从机场巴士联营办公室获悉,机场巴士在未来三年将逐渐增加线路,延长运营时间。到2016年,根据航班到港情况,机场巴士基本可以达到全天24小时运营。


  根据三年工作计划,到2016年,机场巴士现有14条线路将增至28条,包括快线8条,普线12条,夜航线2条,应急保障专线2条,酒店专线4条,上下客站达到200个,基本形成网络化运营,与地铁、公交、铁路等形成衔接。机场巴士于11月29日开始启动公主坟线、北京站线优化提级改造,并将以上两条线路作为示范线,按快线模式运行,力争年底前完成站点建设工作。


  为提高运行效率,部分线路将由现有的T3-T2-T1的串发模式,改成T3和T2航站楼直发模式,乘客上车后就可以直奔市区。同时,缩短发车间隔,由现在的30-40分钟一班调整为15-20分钟一班,并延长运行时间,部分线路的首班车提前,末班车时间延长。


  机场巴士还将推进电子票务应用,研发建设机场巴士电子票务系统,采用一卡通、银行卡等多种支付方式,方便乘客购票乘车。
