  法制晚报讯(记者 蒲长廷)从今天开始,机场大巴票价将由运营企业自主定价,政府调整基准价定为每人每公里0.6元,最高涨价不超20%。


  上午,记者从市发改委获悉,目前,运营单位正根据新的票价管理方式,制定各运营线路具体执行票价,票制将由目前的单一制改为计程制。


  具体票价将在报民航局机关服务局和北京市发改委备案后,对外公布执行。


  据发改委收费处相关负责人介绍,此次机场大巴票制票价的调整,将以往由政府制定具体票价水平,调整为对“票价率”进行政府指导价管理。


  所谓的“票价率”即为平均每人次收入与平均每运次行驶里程的比值,是结合机场巴士全年的运营收入、客流量、行驶里程、运营次数4个因素综合算出的。


  根据企业2012年运营里程、客流量及运营成本等因素测算,将基准票价率确定为每人每公里0.6元,机场巴士运营企业利润率约4%。


  为何调整? 现行16元单一票价 17年未变


  市发改委收费处相关负责人介绍,考虑今后企业增加线路、缩短发车时间、提高服务质量等带来的成本增长、油价及客流变化等因素,给予票价率最高上浮20%、下浮不限的价格浮动幅度。


  “这样做,可适当给予企业一定的自主定价空间,有利于提高企业自主性,同时也有利于票价水平的相对合理。”市发改委收费处相关负责人表示。


  目前本市机场大巴现行票价是1996年制定的,实行单一票制,每人次16元,已有17年未作调整。


  据了解,目前,企业人次运营成本已达18.8元,高于现行票价2.8元/人次。从2008年至今,企业累计亏损近7700万元。连年亏损导致机场巴士运营难以扩大和发展。比如说,发车频次越高亏损越大,就难以缩短发车间隔、加大运力投入、扩大运营服务范围,企业运营服务水平已不适应机场旅客服务要求。


  据发改委相关负责人介绍,调价后,机场巴士的运行效率将全面提高。机场巴士将缩短发车间隔,由现在的30至40分钟一班调整为15至20分钟一班;同时延长运行时间,部分线路的首班车提前,末班车时间延长,根据航班到港情况基本达到24小时运行。


  机场巴士运营企业相关负责人表示,未来将把部分线路改成T3和T2航站楼直发模式。


  民调如何?



  超七成乘客

  据市发改委相关负责人表示,为广泛听取意见,保证政策科学,同时考虑机场大巴票价率调整主要涉及航空旅客,人群相对固定,此次票制票价管理方式调整,市发改委曾委托北京中观经济调查有限公司于2013年8月19日至8月23日,对1631名乘坐过北京市机场巴士的乘客进行了问卷调查。


  调查范围涉及本市80%以上的机场巴士运营线路,乘客年龄覆盖16岁至75岁。调查结果显示,73.15%的乘客可接受25元/人次以内的票价水平。


  机场巴士运营企业相关负责人表示,即日起,公主坟线、北京站线的优化提级改造,年底前完成以上两条示范线的建设。


  此外,机场巴士还将推出“行李贴牌”,方便携带大件行李的旅客乘车。推进电子票务应用,充分利用信息技术,研发建设机场巴士电子票务系统,采用一卡通、银行卡等多种支付方式,方便旅客购票乘车。
