熊丙奇告诉记者，国内许多高校自主招生在信息公开方面做得并不到位。“尽管教育部在2010年开始施行《高等学校信息公开办法》，要求高校公开招生信息，但具体公开哪些信息、公开到什么程度，都没有详细规定。”
中国政法大学教授方流芳指出，研究生招生也存在类似问题。他说，招生过程中，教育部给一所学校分配多少指标，并不透明；学校如何对招生指标进行再分配，也不透明。除“统考录取”之外，还有统考之前的“推免保研”和统考之后的“补录”、“破格”。“补录、破格指标究竟来自教育部对招生指标二次分配，还是学校截留了招生指标进行二次分配，这不太清楚。”
曾担任过学院院长的方流芳较熟悉研究生的招生环节。他告诉记者，学院通常会以学校最低录取分数线为基础，确定学院的最低录取分数线，上线考生人数大致与招生指标相符。
