据海淀检察院的检察官介绍，招生、基建和采购是高校职务犯罪的高发区。海淀区作为高校密集区，有众多知名学府，其辖区内发生的高校招生领域职务犯罪具有典型性和代表性。

检察官建议 招生环节应减少人为因素
检察官认为，高校相关管理制度没有得到严格的贯彻落实，缺乏有力监督，是高校招生领域发生职务犯罪的重要原因。其建议，在招生环节，各高校应通过随机抽取评委名单等方法，减少人为因素的影响。
同时，各高校还应建立健全高校财务管理制度体系，收取学费工作由专门的财务部门负责，并加强监督。同时，定期或不定期地对招生收费工作进行审计。
另外，还应当建立招考工作人员廉政档案制度，经常对学校负责招考的工作人员进行考查、监督。

快评 搞自主招生 监督措施得能“顶住”

其实，自主招生的特点与之类似。自主招生，到底好不好，说法不一。笔者认为，仅从制度自身来说，当然是好事。
长期以来，我国大学的招生计划由政府规定，试题由政府组织，大学不能按照自身的培养目标录取学生，不利于特色办学。自主招生，乃破冰之举。
最大的问题是如何杜绝招生腐败。人民大学招生就业处原处长蔡荣生被调查事件，让人们心中的疑惑浮出水面。
在“大一统”的模式下，至少，高校招生有相关教育管理部门等各个方面的制约。高考试卷，很多地方都由公安民警押运，基本不可能泄露；试卷判分，由教育管理部门调集人马，在秘密的地点“秘密评分”，保证公平公正。
遇到为分数不高的考生说情、要求录取者，至少，校方可以用“教育部门有规定”、“规定太严”等理由拒绝。
但自主招生，权力的运用者和压力的承担者，都是校方自身。以一己之身，如何抵御住各种诱惑和压力，值得深思。
至少，每一个自主招生的高校，必须有能力制定监督措施并有力实施。否则，“农村生源比例不高”的问题还会一直存在。文/付中
