开发商称没有移动和拆建古建筑，仅加固就花了500万
据了解，2009年6月，山东融汇房地产有限公司开始与济南市政府接洽老商埠项目保护性改造开发事宜。2012年11月15日，老商埠一期工程正式开工建设，并增设三层地下停车场空间，同时还对地块内的两幢保护建筑进行维护与修缮。

据肖天介绍，两处老建筑的结构加固由山东建筑大学工程鉴定加固研究所承担。其中张采丞宅为二层石砌老建筑，为了恢复它的原貌，进行了原址加固修缮，未进行任何平移。在修复过程中，对屋面瓦逐一进行了编号，拆除后重新对屋面基层进行了防水和加固处理，然后又根据编号，按照原来位置逐块进行了复原。而石砌外墙保存完整，未拆除一块石头。
“之所以要把纬三路59号老建筑用钢架架起来，是因为地下要建停车场。等停车场建完后再原封不动地将其放回原地并修缮。”肖天剑说，纬三路59号老建筑位于整个项目的中间位置。为了原址保留该建筑，同时不影响地下人防空间的使用，对建筑墙体和基础采用高强度钢筋混凝土进行了整体加固，同时采用微型桩工艺将建筑整体托换，最后落于地下人防结构的顶板上，从未进行一分一厘的位移。
济南规划局查勘现场并将做出回应

融汇地产项目经理肖天剑在接受大众网记者采访时说，济南市规划局确定的商埠风貌区的规划范围为：东起纬二路、西至小纬六路、南起经四路、北至经一路，用地面积约56.2公顷。该区域内共拆除了13处老建筑，另外两处，即张采丞宅与纬三路59号老建筑进行原址保护。
对于被拆除的13处老建筑是否能恢复原貌，肖天剑说，他们将根据商埠风貌区的建筑风格来设计这13处老建筑，不一定按照古建筑原有的形态和特点进行建设。
