  破除国企垄断:“39号文”没搞垄断


  有媒体指出目前广州很多行业存在国有经济垄断格局,市场化程度较低,“39号文”的出台就是一个典型。“39号文”是否存在特许经营之嫌?


  陈如桂纠正道:“在广州,市场化程度还是比较高的。”广州国企主要从事汽车、房地产、建筑、轻工、医药等经营,绝大部分是竞争性行业,广州没有专门的市场政策措施保护国有企业,要求企业按照市场经济规则去经营和发展。


  他解释说,“39号文”的实质是政府授权国有企业,包括城投、水投、交投、地铁公司等,对城市基础设施进行投融资、建设、运营和管理,并实现国有资产的增值保值。“该文没有一条条文限制民营企业、外资企业进入基础设施建设领域,也没有违反国家关于特许经营权的有关规定。它是政府履行提供公共服务职能的一种方式,所以39号文没有垄断市场问题。”

  陈如桂介绍,全市国有企业有132家,国资委监管的企业集团今年经营收入增长17.8%,利润增长18%左右。

  广州政府债务:



  计划2016年比现在减60%


  广州市目前的地方债有多少?安全吗?面对记者的提问,陈如桂介绍了广州市政府的负债情况。到今年6月,广州市政府债务余额2593亿元,其中政府负有偿还责任的是1973亿元。对市本级来说,政府债务余额是1878亿元,需要政府负有偿还责任的是1293亿元。广州市一直按照银行的协议,定期还款付息,从来没有拖欠,也不会因为背负这个债务影响到政府的正常运作。
