　　央广网海口11月30日消息(记者朱永) 据中国之声《新闻纵横》报道，海南省五届人大常委会五次会议昨天表决通过《海南省实施<中华人民共和国渔业法>办法修正案》，办法规定2014年1月1日起，外国人、外国渔船进入海南省管辖水域进行渔业生产或者渔业资源调查活动应当经国务院有关主管部门批准。

　　当前，海南省管辖200万平方公里相关海域。

　　《办法》明确，外国人、外国渔船进入海南省管辖水域进行渔业生产或者渔业资源调查活动应当经国务院有关主管部门批准。进入本省管辖水域的外国人、外国渔船进行渔业生产或者渔业资源调查活动，应当遵守国家有关渔业、环境保护、出境入境管理的法律、法规和本省有关规定。

　　依据《中华人民共和国渔业法》第四十六条规定，外国人、外国渔船违反规定，擅自进入中华人民共和国管辖水域从事渔业生产和渔业资源调查活动的，责令其离开或者将其驱逐，可以没收渔获物、渔具，并处五十万元人民币以下的罚款；情节严重的，可以没收渔船；构成犯罪的，依法追究刑事责任。
