有网友问：现在异地就医报销太麻烦，有什么解决方案，下一步怎么办？
傅卫称，关于异地就医问题，大家在这方面的感触比较深，也有一些这方面的反映。异地就医主要是指参保人员在统筹区域外就医的医疗费用怎么报销的问题，应该说，对于网友提出的怎么解决异地就医结算问题，也是我们完善医保的管理、方便群众看病就医的一个很重要的工作。对于这项工作，相关部门应该说还是非常重视的，而且近几年也在不断地采取一些有效措施来加以推进。在目前，城镇职工医保、城镇居民医保、新农合都已经基本实现在统筹区域内就医即时结算，并且通过建立省级结算平台来积极推进在一个省域内的异地就医即时结算。可能大家感触比较多的是跨省就医，在这方面各地也开展了多种形式的探索，像新农合，积极地建设国家级信息平台，目前在北京、内蒙、吉林这样一些省份建立了省级平台，和一些大型医疗机构实现了联网，这样就为跨省的即时结算奠定了一个基础。城镇职工和居民医保在长三角、珠三角这些地区已经通过区域联网、点对点联网这样一些方式方便群众及时报销医药费用。
傅卫表示，目前异地就医结算推进主要还存在这样一些难点问题，一个是我们现在各地的信息化建设标准还不统一，平台不是很健全，各地的医保政策和待遇也不相同，现在我们的医保统筹层次相对也还比较低，这些方面的问题都给我们异地就医结算带来了一定的难度。
傅卫指出，就下一步的工作来说，一方面是要进一步提高医疗保障的层次，加快基本医保信息化的建设。首先要全面推行省内的异地就医结算；其次，针对大家反映比较突出的这样一些异地就医报销的问题，比如像退休职工异地居住的就医问题，正在积极探索建立跨省异地就医即时结算的机制。当然我想，在方便异地就医结算开展这方面工作探索的同时，也应该逐步建立患者合理转诊就医、分级医疗的机制。
