李克强提出的六点倡议分别是：深化安全合作、加快道路互联互通、促进贸易和投资便利化、加强金融合作、推进生态和能源合作、扩大人文交流。中国国际问题研究所欧亚研究部主任陈玉荣告诉中新社记者，这是李克强就任总理后首次参加这一会议，六点倡议体现了中国领导人务实、合作、共赢的态度，也体现了“安全是首要、经济是核心、人文交流是纽带”这一组织设立的初衷。
陈玉荣说，安全合作一直是上合组织成员国的共同利益和责任。居高不下的俄罗斯恐怖事件、日益猖狂的阿富汗毒品形势，今年10月28日在中国首都北京天安门发生的金水桥恐怖袭击事件等等，都提醒着人们地区安全形势的复杂和严峻。因此，中方提出“把打击恐怖活动和禁毒作为当前合作重点”是形势所迫，也是打击恐怖主义、分裂主义和极端主义三股势力，打造安全和平环境的共同要求。
对于“经济是核心”，陈玉荣特别提到了“中国—欧亚经济合作基金”这一设在金融合作下的新举措。她认为这一基金面向所有上合组织成员国、观察员国、对话伙伴国等欧亚国家开放，体现了中方的担当和责任，堪称本次会议的亮点，对中亚各国都是利好消息。
陈玉荣说，在金融危机影响仍未消除的情况下，经济发展仍是世界上大多数国家的核心任务。目前所有上合组织成员国都在致力于发展本国经济，而缺乏有效的融资平台是这些国家面临的重要问题。在上合组织开发银行尚未启动的情况下，李克强提出“中国—欧亚经济合作基金”，无疑具有高瞻远瞩的战略眼光。
发展经济离不开交通的支持。上合组织研究中心常务理事盛世良在接受中新社记者采访时表示，中亚国家缺乏出海口，中国也需要打通陆上“丝绸之路经济带”，所以中方倡议加快道路互联互通建设，希望各方尽快签署《上合组织成员国政府间国际道路运输便利化协定》，积极参与新亚欧大陆桥和“渝新欧”国际铁路联运通道建设，这对成员国内部的经济连接和贸易往来具有深远意义。
关于生态和能源合作，盛世良认为，这是全球面临的共同课题。大力发展清洁能源有利于生态保护，中方和欧亚各国有广泛合作空间。
盛世良说，上合组织成立12年来，稳定向前发展，为维护地区安全稳定、促进成员国共同发展发挥了重要作用，在当前国际和地区形势复杂多变、世界经济复苏乏力的背景下，成员国对依托上合组织团结谋稳定、合作求发展抱有更大期待，中国应当肩负更多责任，维护成员国的利益，促进各方共同发展。(完)
