　　11月19日，韩志鹏就萝岗区国土规划局“晒三公”经费问题提出疑问，在微博上发出“求公务接待”的意见，并欲组建“平民考察团”到该局考察。昨日下午，萝岗区财政局负责人在通报座谈会上介绍，接待费较高的主要原因是：广州开发区、萝岗区多区合一，既有一般行政区的职责，也有经济功能区的职责，承担了较一般行政区更多的经济发展职能。招商引资、规划评审、考察调研、经验交流较多。

　　萝岗区国土规划局负责人介绍，2012年是萝岗区建设东部山水新城的关键之年，广州开发区与新加坡合作的面积123平方公里的中新广州知识城进入大规划、大开发、大建设的重要时期，该局规划、开发和建设任务较重。

　　据悉，相对于其他区的国土规划部门，该局挂广州开发区及萝岗区规划分局、国土房管分局、住房保障办等多个牌子，下属有3个国土所，以及规划编研中心、土地储备交易中心、房地产管理所等6个事业单位。

　　接待支出还包括拆迁等各类协调费

　　该负责人还表示，2012年公务接待费支出415 .33万元。主要包括征地拆迁各类协调费用；组织东部山水新城核心规划、中新广州知识城总体规划等25个规划项目评审、研讨会；组织全国节约集约用地经验交流研讨会议、城乡建设用地增减挂钩项目区专家评审会、土地规划编制评审会等相关会议费用等。

　　“并非全都是来往接待的餐饮费用，之所以让人感觉费用较高，是因为很多按照市财政局76号文统一口径之外的费用被列入了接待费用中”。

　　韩志鹏对面对面交流的形式表示满意

　　在交流环节，韩志鹏问，市财政局76号文是今年8月份发布的，为什么时隔几个月，2012年的决算口径仍未更新，仍未按照统一模板来统计。区财政局负责人解释，在今年推进部门预算和“三公”经费支出情况公开前，对于“三公”经费特别是公务接待费包含的内容等没有十分清晰的界定和统一的口径。考虑到2012年决算数据已经上级财政部门批复，该区没有按照现行规定调整2012年决算数据，而是以2012年的决算数向社会公布了“三公”经费支出情况。

　　会后，韩志鹏对该会议的形式表示满意。他还希望各级政府部门能早日使用市财局提供的统一模板和口径对“三公”经费进行统计。
